BIG CHANGES COMING TO THE UMBRELLA MARKET From April 2026, HMRC’s new Joint & Several Liability rules will make recruitment agencies directly responsible for unpaid tax in their supply chains. This will completely reshape the umbrella market. Here’s what’s changing: ● Agencies take control – they will restrict which umbrellas contractors can use, limiting payments to a small list of approved, compliant providers. ● Less contractor choice – relationships with umbrellas may be cut short, disrupting pensions and employment continuity. ● Payroll complications – contractors working with multiple agencies may need to use different umbrellas for each, meaning multiple payrolls, employers and confusing tax codes. ● Reduced pay – each umbrella role is taxed separately so personal allowances can’t be spread across jobs. Some subcontractors will see lower short-term income. ● High-risk schemes end – umbrellas offering inflated pay will be blacklisted. Workers in these schemes could lose up to 30 per cent
