Section 1.1 Safety Policy and Procedures Job Hazard Analysis (JHA)
A Job Hazard Analysis (JHA) shall be performed for each department to determine if any there are tasks that are either inherently dangerous, or the activity is complex or critical in scope, or has previously resulted in injuries that were or could have been serious in nature. Its purpose is to eliminate or control all hazards and liabilities that can be caused by unsafe actions of the worker and unsafe conditions of the environment.
Department directors, managers, and supervisors will: 1. Conduct a JHA for each critical activity. 2.
Update the critical job procedure or practice whenever the respective process, equipment or materials are changed. 3. Review and incorporate JHA procedures into employee training and new employee orientation. 4. Determine if there is a better procedure and/or process to reduce or eliminate the hazard. 5. Ensure that employees affected by a JHA participate in the development of the JHA. 6. Follow prescribed JHA procedures when performing duties associated duties. Safety Data Sheets Based on the Hazard Communication Policy, all departments will maintain and make readily accessible, a Safety Data Sheets (SDS) book. All departments will follow the OSHA Hazard Communication Standards listed therein on this subject. Please refer to the Village Hazard Communication Policy for additional details. OSHA Standards 1910.1200 (a) (b) (c) (d) (e) Personal Protective Equipment (PPE) Based on the JHA and other standard practices, all departments will determine the types of Personal Protective Equipment (PPE) that the job requires. OSHA guidelines on recommended PPE will be followed. All PPE will be maintained and fitted properly. All PPE will be purchased by the Village of Pinehurst and will remain on the jobsite. No employee shall take home or store any PPE purchased by the Village of Pinehurst in a personal vehicle. PPE includes, but is not limited to: safety glasses, goggles, face shields, reflective vest and jackets, gloves, safety footwear, rain gear, chain saw chaps, helmets, ear muffs or plugs, respirators, life jackets, chemical suits and gloves. Employees who abuse PPE will be subject to corrective action in accordance with the Employee Handbook. To ensure those utilizing the equipment are protected, Department Directors, Managers, Supervisors, or a qualified/designated person shall: 1. Evaluate which exposures must be controlled with protective equipment. 2. Research the type of PPE that is needed. 3. Have selected employees trained in fitting and testing the PPE chosen. 4. Establish procedure for issuing and maintaining equipment and to ensure proper fit. 5. Explain the need for use of PPE to employees and discuss during safety meetings. 6. Ensure that all PPE is being used as prescribed. 7. Inspect the condition of all PPE before each use and as otherwise established. 8. Replace PPE as needed.
