10. Consumption of alcoholic beverages, illegal drugs, or legal drugs being misused prior to or during operation of a vehicle or equipment is strictly prohibited. 11. Any employee who operates a Village vehicle must report to their supervisor when a physician prescribes medication that may impact their ability to drive. 12. Trailers are to be fastened securely to hitches. Safety pins in pintel locks will be used. Safety chains will be crossed under the hitch and securely fastened before moving the vehicle. Trailer lights will be connected and checked for proper operation. 13. All items to be transported either in a truck or trailer, which may move around or blow out during transport, will be secured. 14. The maximum number of passengers riding in a vehicle shall not exceed the number of seat belts/seating space available. No passengers are allowed in the box or bed of any pickup or other truck except when authorized by the Village Manager (i.e., parades, special events, etc.) 15. The use of a personal or Village issued electronic devices to send or read a written message (e-mail, text messages, etc.) when operating equipment/driving a vehicle while conducting official Village business is prohibited. Law enforcement and public safety personnel, however, are permitted to use electronic devices to communicate while operating public safety vehicles and conducting official Village business, subject to departmental policy. In an emergency situation, employees are allowed to use electronic devices to communicate with emergency response operators and other public safety personnel (i.e. police, fire, etc.). Employees are permitted to use electronic devices when driving a vehicle or operating equipment while conducting official Village business, but are required to utilize a hands-free device or option, including Bluetooth, voice activated dialing, etc. Employees are encouraged to pull off the side of the road when utilizing a cell phone or other electronic device. The provisions concerning electronic devices are applicable when conducting official Village business regardless of whether the vehicle being operated is personal or owned by the Village.

These rules may be updated periodically and may be amended as necessary.

Parking/Inspection/Security of Vehicles It is important for employees who operate Village vehicles to follow parking regulations, inspect vehicles regularly and maintain security of the vehicle. The guidelines below will ensure drivers are caring for the vehicles appropriately. 1. Village vehicles are not to be parked in "NO PARKING" zones except in emergency situations or in required performance of official duties. At those times when a vehicle is parked in a "NO PARKING" zone, emergency blinkers will be turned on. 2. No Village vehicle is to be left running or unattended with ignition key left in the ignition. (Excludes Fire Department and Police Department). 3. All Village vehicles and keys will be secured when not in use. (Excludes Fire Department). 4. Before initial use of any vehicle each day, the driver will walk around and inspect the vehicle for damage, inoperable lights, loose hardware, under inflated tires, or any other condition which may create an unsafe situation. It is the driver's responsibility to see that a vehicle is in safe operating condition. 5. All Village vehicles will be subject to an annual inspection through the Village’s fleet maintenance department.
