Businesses and individuals should continue to make arrangements for the off-payroll working changes to take effect, on the basis that Chapter 10 will not be applicable in scenarios where an individual performs services for a client, and they are already engaged under a contract of employment, meaning that their earnings are subject to PAYE by another party, other than that individual’s intermediary, in that supply chain.

Off-Payroll working – HMRC guidance 10 February 2021
As the implementation of the Off-payroll Working rules approaches (from 6 April), HMRC has written to stakeholders to give an update on the work that HMRC is carrying out to help businesses and individuals prepare for the changes.
Many businesses have already undertaken significant preparations to ensure they are ready for the reform, and HMRC is providing ongoing support for affected businesses and individuals by delivering an extensive programme of work to achieve that.

• Running sector-specific workshops for those who might benefit from more detailed conversations • Updated and improved technical guidance. • Factsheets to help customers understand and prepare for the changes.
6 April will be here before we know it and the resounding message from the CIPP Policy team is to act now.
