CIPP Quick Poll results: 50% of employers are not utilising any of the schemes introduced to incentivise young people into work 5 February 2021
One of the main focuses of Chancellor, Rishi Sunak’s Plan for Jobs was on helping young people into work, as it was recognised that they have been disproportionately impacted by the outbreak of coronavirus, in terms of employment.
In order to establish whether or not businesses have been making use of any of the schemes, which include the Kickstart Scheme, the Sector-based Work Academy Programme (SWAP), apprenticeships and traineeships, the CIPP’s Policy and Research team posted a Quick Poll onto the News Online page. The highest response rate, attracting 50% of answers, was for no- employers were not using any of the schemes. This could, however, have changed as it was announced on 25 January 2021, that from 3 February 2021, the requirement for employers to offer a minimum of 30 job placements to apply directly to the scheme, was being removed. This may have encouraged some employers, particularly smaller ones, to apply to use the initiative.
The remainder of the responses are broken down as follows:
Apprenticeships – 34% A combination of several schemes – 8% Kickstart Scheme – 6% Traineeships – 1% SWAP – 1%
The results highlight the fact that apprenticeships are the most popular scheme currently in operation to try and help younger people to get into meaningful roles, and that the Kickstart Scheme, traineeships and the SWAP have not had much uptake.

New CIPP Quick Poll: Are employers using the CJRS paying at the Government-funded amount, or are they topping up employee pay? 5 February 2021 As we know, the Coronavirus Job Retention Scheme (CJRS) will remain open for employers to use, where they and their employees are eligible, until the end of April 2021. The CIPP’s Policy and research team wanted to ask whether employers are paying at the Government-funded rate, or if they are opting to top up employee pay in any way, which they must fund themselves. A new Quick Poll has been launched on the News Online page, and we would really appreciate any feedback that you can provide. We are aware that payroll professionals are exceptionally busy at present (partly due to having to administer CJRS claims), but the Quick Poll should take less than a minute to complete, and feeds into exciting research on the topic of the CJRS.
