FLEXIBILITY IN ACQUISITION Mr. Ronald Reed, United States Special Operations Command Mr. Ronald Reed distinguished himself through exceptional flexibility in acquisi - tion as a Contracting and Agreements Officer, directing award of 197 contract actions totaling $212 million in obligations. Leveraging 10 U.S.C. authorities for prototype projects, he awarded U.S. Special Operations Command’s first-ever $50 million Prototyping as a Service Other Transaction for a ready-to-fund pro- totype vehicle. Also leveraging 10 U.S.C. procurement authorities, he delivered a $1.3 million Experimental Other Transaction for a cutting-edge, full motion Intelligence, Surveillance, and Reconnaissance solution validated at 92 percent confidence. His application of Commercial Solutions Openings and a Partnership Intermediary Agreement facilitated $157 million in awards with a five-day aver - age lead time, closing capability gaps in aviation and electromagnetic warfare. As co-lead of the Private Capital Investor Cohort, he established a groundbreak- ing partnership model with venture capital firms, transforming innovation into warfighting capabilities. Mr. Ronald Reed embodies the model for a modern and flexible warfighting acquisition workforce. INTERNATIONAL SECURITY COOPERATION Major Joshua Hensrud, United States Air Force Major Joshua Hensrud distinguished himself as Unmanned Aerial Vehicle Special Projects program manager, leading four acquisition contracts worth $1.1 billion in Ukraine Security Assistance Initiative funding for the European Command and Secretary of War’s top priority: enabling a first-of-its-kind direct procurement and co-production effort, laying the foundation to deliver 5,000 additional weapons systems to Ukraine within 12 months. Major Hensrud served as the overseas lead for a 50-member United States, Polish, and Ukrainian team and founded a new European logistics and innovation hub. He also coordinated with 10 United States Government and foreign partner organizations in delivery of over 185,000 pounds of military equipment on 19 international airlift missions and prestaging $104 million in critical operational equipment ready to deliver to Ukrainian partner forces. The distinctive accomplishments of Major Hensrud reflect credit upon himself and the United States Air Force. LIFE CYCLE LOGISTICS Mr. Chad Burks, United States Air Force Mr. Chad Burks’ distinctive leadership and technical acumen were critical in ex- ecuting the integrated product support sustainment package, including activation of B-21 organic workloads, digital engineering activities, and interim contractor support for the $80 billion-plus Acquisition Category 1D-equivalent B-21 Raider program. Additionally, he oversaw three Depot Maintenance Activation Working Groups that coordinated the activation of commodities, engines, programmed depot maintenance, and software activities, ensuring these efforts supported both the program’s Life Cycle Sustainment Plan and its organic-as-practicable product support strategy. Mr. Burk was integral in development of the B-21 Digi - tal Program Office, identifying critical sustainment requirements including 31 Operational Safety, Suitability, and Effectiveness activities. He advanced the program’s readiness for initial B-21 deployment by establishing the integrated support package and designing a carefully scoped Interim Contractor Support contract to augment gaps in organic sustainment. Mr. Burks’ outstanding accom- plishments reflect great credit upon himself and the Department of the Air Force.
