Major Tatum’s leadership resulted in the integration of powerful tools and data across the United States Air Force’s tacti- cal battle management enterprise to meet the urgent needs of Combatant Com- Lieutenant Colonel Jay Vizcarra exemplified excellence in Test and Evaluation by leading the development and integration of a revolutionary counterfeit microelec- tronics detection capability. Utilizing advanced Artificial Intelligence-enhanced methodologies, he optimized test designs and conducted rigorous evaluations to ensure system performance, reliability, maintainability, and cybersecurity. His leadership enabled rapid field-edge detection of counterfeit parts, eliminating delays from traditional laboratory investigations and directly impacting Air Force supply chains across 15 bases and nine aircraft types. By addressing critical vul - nerabilities outlined in the National Defense Strategy, Lieutenant Colonel Vizcarra fortified the defense industrial base, delivering life-cycle acquisition resilience and safeguarding critical systems against evolving micro-electronic threats. His contributions set a new standard for professionalism in Test and Evaluation, en- suring mission success through innovative capabilities, empowering Warfighters, manders confronting a pacing threat. TEST AND EVALUATION Lieutenant Colonel Jay Vizcarra, United States Air Force Mr. Anthony Hoover of the Nuclear Weapons Acquisitions Division was instrumen- tal in revolutionizing the $29 billion Design for Maintainability approach—integral to the modernization of the nuclear triad—and empowering the program to reach milestones ahead of schedule. He executed five Life of Type Buys totaling $25 mil - lion to purchase over 76,000 parts, securing the Acquisition Category I Production and Deployment phase, avoiding a costly redesign and Delta qualification efforts. Additionally, he executed a $3 million design refinement to address obsolescence in lieu of another Life of Type Buy, leveraging planned design updates prior to Milestone C, resulting in $20 million cost avoidance and preventing an 18-month schedule delay. Mr. Hoover’s distinct accomplishments strengthen the acquisition and sustainment of America’s nuclear arsenal and reflect great credit on himself and the United States Air Force. and strengthening national security.
