Accommodation All local governments of the Wheatbelt region have housing or land availability issues. Some need land for aged care, while others have identified commercial land needs. The following local governments of the Wheatbelt have identified accommodation, in particular workers accommodation, as necessary for the growth of their communities. There is the desire is to develop short-term accommodation in partnership with either the private sector or government. The LGAs identified have identified that town planning provisions need to enable a range of housing design and solutions, for different household types offering lifestyle options. Dowerin, Northam, Quairading, Wyalkatchem, Dandaragan, Gingin, Bruce Rock, Yilgarn, Chittering, Moora, Brookton, Corrigin, Cuballing, Dumbleyung, Kulin, Kondinin, Pingelly, Wagin, West Arthur and Williams. Freight A government study completed in 2013 demonstrated the potential of a new rail line between the planned Mundijong Intermodal Hub and Brookton to alleviate pressure on the Eastern Goldfields line between Northam and Kwinana and major road freight routes across the Darling Scarp. Future west to east freight flows to Westport along with significant challenges associated with increasing road capacity across the Darling Scarp suggest that the time has come for a second freight rail line across the Scarp as the most cost-effective, lowest impact solution. Northam and Brookton will become increasingly important as rail and road intermodal terminals to optimise agricultural rail freight movement west across the Darling Scarp and facilitate value added processing in the Wheatbelt and Great Southern regions. Capacity improvements to the line between Northam and Albany will be critical to realising the value of a new Brookton to Mundijong spur – as a more direct route to Kwinana and Bunbury; as an alternative route for freight from the East to the Perth, Peel and South West regions and as a more direct route from Westport to Albany to optimise the utility of the Ports of Albany and Bunbury. This also establishes a right of way for a potential future Perth-Albany rail passenger service, as moving people is as critical as moving freight for economic development. Bullsbrook/ Muchea is planned as future intermodal terminal and industrial precinct for truck to rail transfers from the northern regions. It will also serve as a future distribution centre for an adjacent industrial estate.
