Executive Summary Churchill College is seeking to recruit a Head of Buildings and Capital Projects who will lead on planned and preventative maintenance projects and support the Estate and Operations Director on the delivery of capital projects. This is an exciting time to join the College as we have bold investment plans for the estate. The Head of Buildings and Capital Projects will play a key role in the delivery of a major redevelopment of the north of the site, along the Churchill road, as well as leading on all planned and reactive maintenance programmes. We are seeking an individual who has excellent stakeholder and communication skills, with experience in estate planning, strategic maintenance programmes, minor works projects and compliance projects. The role would suit building surveyors and/or project management professionals, seeking an opportunity to move into a leadership role across a diverse and unique property portfolio.

About the Estate With a circa 50-acre campus – the largest college site in Cambridge – Churchill is set on the edge of the bustling city centre, close to a number of University departments and amenities. Our campus is served by a huge variety of self-contained facilities and services, and is home to an active community of students and academics. The Churchill Archives Centre and the Møller Institute are also located within the grounds. Accommodation includes around 65 flats, 333 standard rooms, 286 ensuite rooms and 12 Postgraduate student hostels (including some offsite) as well as central communal and office spaces, a Library, meeting rooms, formal reception rooms, a recital room, a theatre and extensive sports and recreational facilities, including pitches, indoor and outdoor courts, exercise studio, gym and rehearsal rooms. The Dining Hall has a capacity of over 400, and the Buttery, which is centrally located off the main concourse, provides a social space day and night for the whole community. As well as the striking brutalist architecture, the College stands out as both an entirely open site and one containing almost all of the College’s accommodation.

Sustainability The College is proud of its record on sustainability and is focused on delivering its ambitious sustainability strategy. We have held a Platinum “Green Impact” award for six years.(Green Impact is Cambridge University’s environmental accreditation scheme, which supports and encourages departments and colleges across the University in reducing their environmental impacts.) The College is currently undertaking an exciting programme of sustainability development, including renovations of the graduate houses, the installation of an extensive solar array across the site, and plans for ground source heating, which will eliminate the College’s natural gas usage entirely by 2030.

Resources managed Day to day oversight of the maintenance department budget (£800k) and capital expenditure project budgets (up to £3m) to support the Estates and Operations Director with wider budget management.

Role purpose Responsible to the Estates and Operations Director for the day to day management of planned and reactive maintenance work and building projects including programme and budgetary supervision. Line manages the maintenance staff in the Maintenance Department and supervises a range of external contractors.

Main duties and responsibilities

1 Reactive and Emergency Maintenance (15%) • Working with the Deputy Head of Buildings, responsible to the Estates and Operations Director for the oversight and delivery of a reactive and routine maintenance service for the fabric and equipment of the College and its associated buildings in and around Cambridge. The maintenance of services includes but is not limited to boiler plan and heating installations, electrical installations and fittings, plumbing/ heating and sanitary fittings and general repairs. • Evaluate and assess the effectiveness (including cost) of the delivery of routine maintenance, providing data to the Estates and Operations Director as required. • Organise and manage the delivery of an out-of-hours emergency maintenance support to meet College requirements, ensuring adequate cover is maintained and the requirement is fairly distributed amongst the team. Participate personally in the out-of-hours rota as required. 3 Planned Preventative Maintenance (15%) • Responsible for the planning and supervision of a Planned Preventative Maintenance (PPM) programme working closely with the Deputy Head of Buildings. • Evaluate and asses the effectiveness (including cost) of the PPM programme, providing data to the Estates and Operations Director as required. 4 People management (15%) • Line manage the maintenance team and supervise and oversee the work of external contractors. 5 Project Management (25%) • Responsible to the Estates and Operations Director for the delivery of capital expenditure projects ensuring these are delivered to time and budget.

Line management – Undertake formal staff review and development processes, manage staff welfare issues, identify training and development needs of an individual or team, undertake formal performance management for individuals as required. Required

• Identify and plan these projects in conjunction with the Estates and Operations Director within the wider Operational Strategic Plan. Support the Estates and Operations Director on larger projects. 6 Procurement (10%) • Source and engage suitable sub-contractors up to delegated authority limits, in line with the College Procurement Guidelines. • Responsible for cost-effective purchasing including obtaining quotations for materials and services, ordering materials and services and querying invoices. 7 Budget Management (10%) • Within delegated authority manage the budget for maintenance, including staff costs and projects. • Provide information to the Estates and Operations Director to assist with the preparation of budgets and with long term financial planning and capital expenditure projects. 8 Health and Safety (10%) • Working closely with the Head of Safety, ensure the College’s estate is maintained in compliance with health and safety regulations and best practise.

• Ensure the activities of the Maintenance Department and of contractors are compliant with health and safety legislation and College policy, seeking advice from the Head of Safety where appropriate. • Maintain COSHH and risk assessments register, statutory inspections, drawings, and certification and other relevant compliance documentation, with guidance and input from the Head of Safety.

9 Any other duties that may from time to time be required .
