NOTICE OF THE PASSING OF A DEVELOPMENT CHARGES BY-LAW BY THE CITY OF CLARENCE-ROCKLAND
AVIS D’ADOPTION D’UN RÈGLEMENT SUR LES REDEVANCES D’AMÉNAGEMENT PAR LA CITÉ DE CLARENCE-ROCKLAND
TAKE NOTICE that the Council of the City of Clarence-Rockland passed Development Charge By-law No. 2025-93 on the 12th day of November 2025, under Section 2 of the Development Charges Act, 1997 (the Act). AND TAKE NOTICE that any person or organization may appeal to the Ontario Land Tribunal under Section 14 of the Act, in respect of the Development Charges By- law, by filing with the Clerk of the City of Clarence-Rockland on or before Monday, December 22nd, 2025, a notice of appeal setting out the objection to the By-law and the reasons supporting the objection. Appeals filed with the Office of the Clerk by email at administration@clarence-rockland.ca , will be accepted on or before Monday, December 22nd, 2025. A processing fee will be payable to the City of Clarence- Rockland Clerk’s Office with the appeal application. The appellant is advised to contact the Ontario Land Tribunal to access required forms and applicable fees. The charges in the by-law will apply to all new residential and non-residential development, subject to certain terms, conditions and limited exemptions as identified therein. City-wide development charges are levied against new development to pay for the increased capital costs related to the provision of such municipal services as: Library Services, Parks and Recreation, By-Law Services, Development-Related Studies, Fire Services, Services Related to a Highway (Public Works and Roads and Related), Waterworks and Sanitary Sewer Services. The development charges are calculated on a “per unit” basis for residential development and on a “square metre” basis for non-residential development. Schedules “A” and “B” below provides the new residential and non-residential development charge rates applicable throughout the City of Clarence-Rockland. The City-wide charges apply to all lands located within the boundaries of the City of Clarence-Rockland. The development charges imposed under the By-law will come into effect on the 12th day of November 2025. A copy of the complete Development Charges By-laws is available for examination on the City’s website at www.clarence-rockland.com or during regular business hours (weekdays from 8:30 a.m. to 4:30 p.m.) in the offices of the City located at 1560 Laurier Street, Rockland, ON K4K 1P7. PRENEZ AVIS que le Conseil de la Cité de Clarence-Rockland a adopté le Règlement sur les redevances d’aménagement no 2025-93 le 12 novembre 2025, en vertu de l’article 2 de la Loi de 1997 sur les redevances d’aménagement (la « Loi »). ET PRENEZ AVIS que toute personne ou organisation peut interjeter appel auprès du Tribunal ontarien de l’aménagement du territoire en vertu de l’article 14 de la Loi, relativement au Règlement sur les redevances d’aménagement, en déposant auprès de la greffière de la Cité de Clarence-Rockland, au plus tard le lundi 22 décembre 2025, un avis d’appel exposant l’objection au règlement ainsi que les motifs à l’appui de cette objection. Les appels déposés au Bureau de la greffe par courriel à administration@ clarence-rockland.ca seront acceptés jusqu’au lundi 22 décembre 2025. Des frais de traitement devront être versés au Bureau de la greffe de la Cité de Clarence-Rockland avec la demande d’appel. Il est conseillé à l’appelant de communiquer avec le Tribunal ontarien de l’aménagement du territoire afin d’obtenir les formulaires requis et de connaître les frais applicables. Les redevances prévues au règlement s’appliqueront à tout nouvel aménagement résidentiel et non résidentiel, sous réserve de certaines modalités, conditions et exemptions limitées qui y sont précisées. Les redevances d’aménagement à l’échelle de la Cité sont imposées aux nouveaux aménagements afin de couvrir l’augmentation des coûts d’immobilisations liée à la prestation de services municipaux tels que : les services de bibliothèque, les parcs et loisirs, les services de règlement municipal, les études liées à l’aménagement, les services d’incendie, les services liés aux routes (travaux publics, routes et services connexes), ainsi que les services d’eau et d’égout sanitaire. Les redevances d’aménagement sont calculées « par unité » pour les aménagements résidentiels et « au mètre carré » pour les aménagements non résidentiels. Les annexes « A » et « B » ci-dessous présentent les nouveaux taux de redevances d’aménagement résidentiel et non résidentiel applicables dans l’ensemble de la Cité de Clarence- Rockland. Les redevances à l’échelle de la Cité s’appliquent à tous les terrains situés à l’intérieur des limites de la Cité de Clarence-Rockland. Les redevances d’aménagement imposées en vertu du règlement entreront en vigueur le 12 novembre 2025. Une copie complète du règlement sur les redevances d’aménagement est disponible pour consultation sur le site Web de la Cité à l’adresse www.clarence-rockland.com ou durant les heures ouvrables (en semaine, de 8 h 30 à 16 h 30) aux bureaux de la Cité situés au 1560, rue Laurier, Rockland, ON K4K 1P7.
