NEBOSH Certificate in Fire Safety Element 5: Safety of people in the event of fire Learning outcome • 5.1 - 5.4: The learner will be able to advise their employer on the requirements for the fire protection of premises and workers including the appropriate training obligations. 5.1: Fire emergency plan Assessment criteria: 5.1: Understand the behaviours of people during fires and why emergency plans are required. Purpose of an Emergency Plan The purpose of an emergency plan is to: • Ensure all people on the premises know what to do in the event of a fire • Ensure the appropriate actions are taken in the event of a fire • Enable the premises to be evacuated safely The plan should be well thought out and understood by everyone who may be on the premises. It should include the actions that some designated individuals are expected to carry out in an emergency. The results from a fire risk assessment will help to establish the emergency plan for the evacuation of a building. The plan may consist of simple instructions to staff and the actions that are required in the event of a fire. Other plans may be more detailed in circumstances such as where hazardous processes are present or if the building is shared with others. Contents of a Fire Emergency Plan As well as having a written description of the plan, it will also be useful to display a drawing of the plan's layout of the building in the workplace. The emergency plan should include: • How people will be warned if there is a fire • Action people should take on discovering a fire • Action people should take in the event of a fire • Arrangements for calling the Fire and Rescue Service • Isolations • Fire alarm activities • Evacuation procedures • Assembly points • Firefighting arrangements • Role call procedure (checking that occupants have left the building) • Procedure for meeting the Fire Department on arrival (including access arrangements and passing on information) • Provision of information on the incident to the neighbours and/or the Media
