WHAT YOU NEED TO KNOW ABOUT THE Sales Tax Renewal Projects
November 7th is election day for Rochester, where residents will be able to vote on the renewal of the local sales tax. The local sales tax, first approved in 1982, would generate $205 million to fund four community infrastructure and development projects including street reconstruction, an economic vitality fund, flood control and water quality, and a regional sports and recreation complex. The local sales tax renewal is a funding tool for critical projects that can improve the quality of life for citizens, support infrastructure development that serves the business community, and can help drive economic growth in the region.
Rochester has utilized the half-percent local sales tax to collect revenue for various public investment projects. University of Minnesota research estimates that 43% of the local sales tax revenue is paid by non-residents. Numerous areas of Rochester have had projects financed through the various local sales tax extensions. Perhaps the most well known project is the initial construction of the existing flood control structures which include reservoirs and floodwalls that protect the infrastructure of both businesses and homes.

The Vote Yes-Renew Rochester, a group consisting of the Rochester Area Builders, Rochester Area Chamber of Commerce, Rochester Area Economic Development Inc. (RAEDI), Rochester Area Foundation, and Rochester Sports Foundation announce the collective support of their organizations for the renewal of Rochester’s local sales tax.
The projects included in the renewal of the local sales tax will encourage economic growth in Rochester, improve community infrastructure, and enhance the area quality of life for the residents, businesses, and visitors of Rochester. We encourage you to VOTE YES, in support of renewing Rochester’s local sales tax.

Street Reconstruction Street reconstruction plays a key role in ensuring safe access to businesses and homes throughout Rochester while enhancing the quality of life for the community, visitors, and those who commute to Rochester.

How are the roads prioritized? The Public Works team has been evaluating potential street projects that would likely be pursued with the renewal of half-percent local sales tax. The following criteria are what the Public Works team will use to prioritize street improvements under this program: • Pavement age and condition • Coordination with public utility needs • Distribution across the community • Public improvement in proximity to planned development • Public improvements connected with projects not eligible for Sales Tax If not renewed how will the street reconstruction be funded? If the sales tax is not renewed, more street reconstruction will need to be deferred due to limited funding, meaning that miles of city streets in poor or fair condition won’t be addressed in the near future. Assessments,
property tax increases, and other fees are local funding options that also would be considered to support this work. While the city would likely pursue federal and state funding, the process would be lengthy and likely wouldn’t provide the level of investment the City needs over the next 20 years. Can federal funds pay for the street reconstruction? Almost a quarter of all city streets are currently in fair and poor condition. While federal funding might address some needs in the years ahead, funding is based on each roadway’s functional classification and may not apply to all city roadways in need of repair. Additionally, the funds currently available to the Rochester-Olmsted Council of Governments (ROCOG) planning area are shared across the City, Olmsted County, and the smaller cities in the area. Generally speaking, approximately 80% of the road miles in Rochester are not strong candidates for state or federal funding.

Flood Control & Water Quality While certain areas are more prone to floods in Rochester, major floods impact both personal and commercial traffic, including services of mail delivery, utilities, emergency services, and more in the community. The economic impact of a major flood event is significant and directly effects the community and region.

If the sales tax is not renewed what will happen with the flood control and water quality project? Critical investments would still need to be made to protect the long-term integrity of the City’s flood control system. Without the local sales tax, those who own property in Rochester will likely bear the entire cost of such investments. For example, the water management portions of the flood control system would likely be funded through an increase in stormwater utility rates and fees. An additional tax levy would be the most likely funding mechanism for any improvements made to trails, lighting, art features, benches, recreational areas, etc. If flood control infrastructure is not maintained will flood insurance premiums be impacted? Without the proposed investments in flood control, more property would be at risk during high water events. Further, there is a greater risk that insurance premiums would be impacted and that more homes would need
flood insurance if the system is not expanded and enhanced to align with updated precipitation records. My home is not in the flood zone…Why should I pay? Even if your home isn’t impacted during a major flood, you will likely still be affected as major arterial roads would be closed which would disrupt traffic, including mail delivery, utilities, emergency services, and more. The economic impact of a major flood event is significant and directly affects the community and region. In addition, bike trails, lighting, park amenities, and recreational opportunities in and around the reservoirs and river systems make up a large part of the flood control system. Many residents rely on these areas for transportation and recreational opportunities. A lack of funding could result in less access to recreational areas, lower quality paved trails, and diminished amenities. Over $1.5 billion in property value is directly protected and many more receive indirect benefits.

What programming will be featured at the RSRC? The use of this facility is envisioned to be a mix of local leagues, regional tournaments and public drop-in programming. These types of activities would be available in the indoor and outdoor spaces including the turf fields, pickleball courts and multi- purpose indoor courts. What sports and recreation programming needs will the RSRC meet? During the course of engaging residents and conducting market research, it became apparent that the existing facilities in Rochester are at or over capacity. Residents and community groups have difficulty accessing facilities especially during the peak use times of afternoons, evenings and weekends. This is true both of outdoor sports facilities and indoor spaces. Community feedback also highlighted the need for access to space during the winter months when indoor recreational space is even harder to come by. The RSRC will provide state-of-the-art facilities for Rochester residents and regional tournaments, relieving some
pressure on access to other facilities and attracting more state and local amateur sporting events. Will the RSRC fields, courts, and facilities be available for public use? Yes, the amenities at the RSRC will be available to the public. How will the RSRC drive revenue to support itself? Based on the research and comparable facilities’ history, Sports Facilities Companies concluded this facility would be a near break-even operation. There are several revenue opportunities that would be pursued, including: tournament and program facility rental, event admission revenue, drop-in program fees, concessions sales, advertising and sponsorship revenue, and possibly some space available for lease revenue. What will be the primary expenses ongoing for the RSRC? Expense areas would include staffing and personnel, supplies and equipment, cost of goods sold, and capital improvement allocations.

What criteria are being considered for the location of the RSRC? A site of 75-90 acres would be required for the proposed outdoor spaces and indoor building. A larger site would allow for future expansion. A preferred site would be located near other entertainment, dining and hospitality amenities. The site would also have access to existing infrastructure, including transit, roadways, trails, utilities, etc.
Who will manage and oversee the day to day of the RSRC? Before the operational and management questions can be decided, the City must first secure funding and then work with an architecture and engineering consulting firm, on final designs, size, location and project scope. Both public, private, and public/private operating models would be considered.

Q: How did it start for Rawe Beauti Skin + Body Bar? A : I imagined a beautiful place I’d like to go as a consumer. Some space that felt like a home away from home. Welcome New Chamber Staff
Madelyn Ryan joins the Rochester Area Chamber of Commerce as the Director of Finance and Operations. Madelyn will graduate from Mankato State University in the fall with a bachelor’s degree in business administration. While attending school, Madelyn worked for a local bank in their real estate department and most recently as a Financial Coordinator of a local dental office. Born and raised in the Rochester area, Madelyn is happy to start her career in the community that she knows and adores; and while she grew up here, she is looking forward to meeting new people and enjoying the many wonderful experiences that Rochester and the surrounding areas have to offer. In her free time, Madelyn enjoys boating, riding her side by side, traveling and hanging out with family and friends.

Minnesota Miniumum-Wage Rates Adjusted for 2024 New minimum-wage posters for employers to display will be available this fall
Minnesota's minimum-wage rates will be adjusted for inflation on Jan. 1, 2024, to $10.85 an hour for large employers and $8.85 an hour for other state minimum wages AS OF JANUARY 1, 2024 • Large employers – with annual gross revenues of at least $500,000 – must pay at least $10.85 an hour. • Small employers – with annual gross revenues less than $500,000 – must pay at least $8.85 an hour. • The training wage rate, $8.85 an hour, may be paid to employees younger than 20 years of age for the first 90 consecutive days of employment. • The youth wage rate, $8.85 an hour, may be paid to employees younger than 18 years of age.
These state minimum-wage rates will not apply to work performed in the cities of Minneapolis and St. Paul, which have higher minimum-wage rates. Minnesota law requires employers to display five state- mandated posters in a location where employees can easily see them. The new minimum-wage poster will be available for download this fall.
