A Think Tank was held with full, fellow and Chartered members, to feed into the CIPP’s consultation response for ‘ Improving the data HMRC collects from its customers’ . CIPP members were able to directly express their concerns to Colin Connor, the Head of New Data Policy, Strategic Data Policy at HMRC.

Another Think Tank was organised with full, fellow and Chartered members, and Colin Connor from HMRC. This time, members were able to feed into the technical consultation response for ‘ Draft legislation: Improving the data HMRC collects from its customers ’.

Under embargo, the Policy Team weas given the opportunity to review proposed amended legislation following the responses HMRC received to the technical consultation. The proposed changes would have removed some of the original administrative burden put onto employers and agents.
for collating the additional information required through RTI submissions. We also offered to be part of a working group within HMRC to review the guidance, which would have been published on GOV.UK. “The team had ongoing conversations with HM Revenue and Customs regarding
the more detailed submission of employee hours through RTI. Within the ‘ Administrative Burdens Advisory Board (ABAB) 2024 annual report: Better tax for better business ’ independent report, it states: “The Board does not yet understand the rationale for the proposal and we are very concerned about the additional administrative burden the proposals would impose on businesses of all sizes.” This perfectly summarised the hesitation felt throughout the industry when it came to this now legacy policy change. Let us be your voice and your seat at the table The Policy Team is in no doubt that industry-wide feedback overall has had a profound impact on Ministers and their decision making in this policy area. We’re so very pleased that the decision has been made not to take this policy change forward. The team has been extremely vocal in its stance, which is that HMRC is
right to think that businesses already hold this data, as legislation requires it to be held. But the CIPP knows from the research it carries out that this data isn’t actually held, and nor is it readily accessible. Time was always of the essence here, especially for bureaux and smaller employers, to ensure data gathering requirements and processes used to record this data were reviewed and updated accordingly. It’s certainly a win for the Policy Team that the CIPP and its members’ stance has been heard by Ministers and HMRC, and that this policy change is no longer progressing. But another thing this does is reminds us that holding accurate data is imperative in our industry. We may not have to submit more information regarding employees’ hours through RTI submissions from April 2026, but we always need to ensure we’re recording the hours employees work correctly. This is to remain compliant with national minimum wage legislation, holiday pay rules and every other calculation we carry out which involves working hours. n
