Job Purpose: Accountable to the Deputy Director of Estates, Major Projects and/or the Director of Estates Development, the Senior Project Manager is responsible for the successful implementation of a portfolio of diverse refurbishment and new build projects including multimillion pound major construction, engineering and related projects at the University. The post holder will act as the UCL client and deliver first class projects, forming the necessary links between all involved parties. The post holder will ensure effective and efficient programme management from project inception to completion, meeting or exceeding briefs, budget control and delivery of quality products. The post involves leading an internal team supported by a multi-disciplinary external team whose primary responsibility is to manage the overall process of project delivery ensuring compliance with governance processes, ensuring appropriate arrangements are in place with teams to a) To provide a high quality Project Management of building projects and project packages across new build, adaptation, refurbishment building projects, small works and strategic maintenance programme. The projects range to in excess of £40m+ albeit the typical range is in the £500,000 to£20m+ range. b) To lead and manage a project delivery team comprising internal and external professionals c) To deliver projects to the highest quality and standards, be accountable for and managing the project programme delivery processes from RIBA Stage 2 Developed Design through to Stage 7, occupancy following UCL stage gate processes. d) To work closely with the Estates Strategy Managers during the establishment of the strategic direction and concept design (RIBA stages 0 to 1) in the preparation of option appraisals, budget costings and outline programmes. To lead on the procurement of external design teams and consultancy to assist in the delivery of RIBA stage 0 to 2. e) To undertake procurement of and to manage external consultants, contractors and suppliers, ensuring that value for money is delivered for all aspects associated with the delivery of the project/s. f) To identify and work with all stakeholders relating to the project including working with the Project Sponsor, in line with each of the UCL project stage gates ensuring full compliance. g) Ensure that a robust change management process is in place for the project/s, in line with governance processes and actively managed. h) To advise and lead on all procurement routes and contract procedures including, where appropriate, European procurement procedures. i) Ensure a robust Risk Management process is in place with clearly identified Risks, allocated manager of the Risk and proposed mitigation measures. Risk Register is to be managed through the life of the project design and delivery. j) To ensure adequate records are maintained and for the building safety files to be updated on completed projects. achieve safety, time, cost and quality parameters.
