Phase 2 de la construction du Manoir Rockland
BoC hikes interest rate The Bank of Canada announced a 0.25 per cent hike in their benchmark interest rate on July 12 of last week, now leaving the interest rate at 0.75 per cent from 0.50 per cent. This marks the first increase in nearly seven years, despite the fact that strong economic growth has been predicted for this year. The hike is bound to increase costs of mortgages, home equity lines of credit and other loans associated with the big bank prime rates. Almost immediately following the announcement, TD, Scotia Bank, CIBC, BMO and RBC all increased their prime lending rates to 2.95 per cent from 2.7 per cent. Inflation remains below the bank’s two percent target and growth is continuing to broaden across industries and regions. The Bank of Canada’s next scheduled rate announcement is Sept. 6. – Alexia Marsillo This complaint is not without prece- dence, however. In 1996, the Ontario Court of Appeal ruled that a topless womanwalk- ing down a street in Guelph was not ob- scene – which essentiallymade it legal for women in Ontario to be topless in public.
The Rockland Manor began its second phase of construction on Monday, July 10, with a budget of $12 million and an estimated completion time of 14 months. This phase will include an extension of a care unit and approximately 50 more rooms. Also being added, amongst other features, is an indoor parking, a kitchenette and private rooms for special family gatherings. The addition of the care unit will facilitate residents’ transition from being self-sufficient to more and more dependent, and will also employ at least 20 to 25 more employees. —photo Alexia Marsillo

Calypso water park owner stands by topless ban
ALEXIA MARSILLO alexia.marsillo@eap.on.ca
The owner of two popular water parks, in both Ontario and Quebec, is standing by the position that women are not allowed to go topless on the premises. This statement comes after a complaint was filed in the City of Cornwall, by an unidentified woman, to the Human Rights Tribunal of Ontario (HRTO) against poli- cies at the Calypso Park aquatic theme park and several hotels around Ottawa and parts of Eastern Ontario, that require females over the age of 10 to wear a top at pools and in public areas. The filed complaint states that this violates a woman’s basic human rights. Groupe Calypso Valcartier issued a statement stating that women must have their breasts and lower parts of their bod- ies covered when on the premises of their water parks, but the statement did not comment on the complaint specifically. Louis Massicotte, CEO of the water park’s parent company, said that this decision was made after consulting several clients and legal advisers in both Quebec and Ontario. Massicotte also says the decision was made based on their “family-oriented clientele.”
—photo fournie
