Park reserve, with $1,760.18. The four accounts date back to the 1980s and 1990s and represent a combined total of $83,557.42 in unused funds for their particular projects. Timbers recommended closing the accounts and transfering the unspent money to other accounts. The Desjardins Subdivision funds would go into the planning and development department’s reserve for financing future studies dealing with the municipality’s Official Planzoning regulations, and other planning issues. The Recreation Subdivision money would go into the parks reserve to help with costs for inspection, maintenance, and replace- ment of play structures. The Subscription Committee funds would go towards rec- reation programs, and the Industrial Park money would go into the reserve for future planning and development projects related to the industrial park sector. Council approved the recommendations.
Several old reserve funds are no longer needed and the surplus money that still remains will go towards other pro- jects and programs that will benefit Hawkesbury residents. The town’s finance department did a review of all of the municipal reserve funds and their purposes. The result was a report from Treasurer Philippe Timbers to council last month with recommendations for closing down four reserve accounts that are no lon- ger needed and transferring their remaining funds to other accounts for the future benefit of the municipality. The four defunct accounts are the Des- jardins Subdivision/Tupper to Aberdeen sector reserve, with $65,806.54 remaining; the Recreation Subdivision reserve, with $4,128.65; the Subscription Committee reserve, with $11,862.05; the Industrial

Hawkesbury council approved the crea- tion of a new reserve fund for managing budget any budget surpluses. A report to council from the finance department noted that sometimes there are budget surpluses, either because tax revenue for a particular year proved greater than expected, or because expeneses for a department proved less than anticipated. Provincial regulations require that any budget surplus for a municipality be held over to the following budget. This can help reduce the chance of a tax rate increase for that year’s budget plan. But the regulation also demands that the surplus fund be maintained intact. So if council and administration decide to use the surplus to deal with any unexpected expenses it would affect the operations budget for that year’s municipal finance plan. The report to council recommended creating a Tax Rate Stabilization Reserve.

The new reserve fund would have an upper limit of $500,000 for accumulated surplus fund deposits. That equals the total revenue from a five-per-cent property tax rate. The finance department would provide a regular report at the end of the fiscal year in March on the state of the new reserve fund.

Monsieur Léveillé croyait que le problème était réglé, mais il assure que la situation sera corrigée sous peu : « Pour l’ordre du jour, j’étais certain que c’était rétabli, et je m’en excuse, mais le problème va être corrigé. On a demandé à ce que ce soit publié le vendredi précédant la rencontre à 13h00. » Les citoyens du village de Grenville qui veulent se tenir au courant des affaires municipales devront donc se présenter aux séances du conseil jusqu’à ce que celui-ci décide de rendre ses ordres du jour publics à l’avance. Les séances ordinaires du conseil ont lieu le premier lundi du mois à 20h à l’hôtel de ville.

L’accès à l’information au sujet des activités de la municipalité du village de Grenville demeure difficile. À l’exception de certains règlements municipaux qui sont expliqués sur le site web de la municipalité, la part du lion de la règlementation municipale est inaccessible à moins de se rendre à l’hôtel de ville pour la consulter sur place. Par ailleurs, les rapports administratifs de la municipalité ne sont pas accessibles pour les citoyens, car selon de directeur général Alain Léveillé : « Il n’y a pas de rapport administratif de préparé à l’avance. » La municipalité fait également preuve d’inconstance dans la publication des ordres du jour en amont des assemblées municipale.
