2024 RETIRING PROGRAM CHAIRS
PLI thanks these retiring Program Chairs for their many years of service. Their expertise, leadership, and spirit of volunteerism have contributed to our mission and the greater legal community.
Kenneth A. Adler has been a PLI speaker for over two decades. He participated in the Computer Law Institute; the Information Technology Law Institute; the Think Like a Lawyer, Talk Like a Geek: Get Fluent in Technology program; the Bridge-the-Gap program; and the Cloud Computing program, which he co-chaired since 2020. He is Chair of the Technology and Outsourcing Group at Loeb & Loeb LLP.
Scott D. Danzis served as Co-Chair of the Health Care and Life Sciences Law program from 2012 to 2014 and co-created the Life Sciences: Navigating Legal Challenges in the Drug and Device Industries program, which he co-chaired from 2015 to 2024. He has also been a speaker on the Health Care program. He is a partner in Covington & Burling LLP’s Food, Drug, and Device Practice Group and chairs the Firm’s Medical Device Industry Group. Scott previously served as Special Assistant to the Chief Counsel at FDA.
Carol Fisler served as Chair of the Mental Health and the New York State Courts program for nine consecutive years. She was the director of Mental Health Court Programs at the Center for Court Innovation (now the Center for Justice Innovation), where she led initiatives focused on mental illness and the courts. As a consultant specializing in criminal justice and mental health collaborations as well as nonprofit management, she continues to speak at national and regional conferences.
Marie C. Milnes-Vasquez is co-creator of the Practical Guide to the Consolidated Tax Returns program and served as Co-Chair from its creation in 2021 until her retirement from the Internal Revenue Service at the end of 2024. She also spent over a decade as a speaker on the Tax Strategies for Corporate Acquisitions, Dispositions, Spin-Offs, Joint Ventures, Financings, Reorganizations & Restructurings program. Marie is part of EY’s National Tax Mergers and Acquisitions Group, based in Washington, D.C. Prior to joining EY, Marie spent over 25 years at the Internal Revenue Service, most recently serving as Special Counsel to the Associate Chief Counsel (Corporate). Claudia T. Morgan served as Co-Chair of the Ethics in Discovery program from 2018 to 2024 after speaking on the program for five years prior. She is eDiscovery Counsel in Wachtell, Lipton, Rosen & Katz’s Litigation Department. She focuses her practice on electronic discovery and information management, both domestically and abroad. She has significant experience in responding to and advising on litigation in federal and state courts, regulatory requests for information, and internal investigations.
M. Howard Morse served as Chair of PLI’s Antitrust Counseling & Compliance program for over 10 years, in addition to speaking on several One-Hour Briefings covering various antitrust topics. Howard is currently Senior Counsel with Cooley LLP in Washington, D.C., where he formerly was partner and chaired the firm’s antitrust and competition practice group. He previously served as Assistant Director of the Bureau of Competition and Deputy Assistant Director for Policy with the FTC.
