Public sector teams tend to have a dependency on legacy infrastructures. Despite being risk-averse in terms of adopting new technologies due to budget constraints, plenty of these teams have found it necessary to accelerate digital transformation during the pandemic. As an example, a UK local council suffered a cyberattack in 2020 that was estimated to have cost more than £10m. The attack meant that its critical online services such as online appointment bookings, planning documents, social care advice, and council housing complaints systems were knocked offline for a period of time.
