Strengths

Aragon is the sixth Spanish region in relation to the RIS index offered by the European Com- mission. According to this index, it would rank 150th out of 240 European regions. The robust ranking proposal set out in this document allows Aragon to improve its rela- tive position by 38 places, rising to 112th in the European ranking. However, it is one of the Spanish regions that benefits most from the document’s proposed efficiency ranking, since, from this perspective, Aragon would improve its ranking by 53 places, moving up to 97th place in the European context. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in Aragon is business R&D expenditure. This bottleneck penalises its per - formance by 9.1%. If it were not for this bottle - neck, it would be ranked 141th in Europe. Aragon is one of the Spanish regions in which open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck. If the indicators in Aragon’s RIS index were to be penalised ac- cording to the value shown by the degree of openness of the SMEs, it would see its relative position in Europe penalised by 6 positions, moving to position 156.

The Asturias is the eleventh Spanish region in relation to the RIS index offered by the Euro- pean Commission. According to this index, it would rank 167th out of 240 European regions. The robust ranking proposal set out in this document allows the Asturias to improve its relative position by 33 places, rising to 134th in the European ranking. However, the docu - ment’s proposed efficiency ranking penalises the Asturias, worsening its relative position by 4 places, dropping to 171st in the European ranking. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in the Asturias is industrial design applications. This bottleneck penalises its performance by 9.4%. In the absence of such a bottleneck, it could move up to 159th position in the European ranking, improving 8 positions. It is not observed that open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck for the Asturias.
