Strengths

Rioja is the seventh Spanish region in relation to the RIS index offered by the European Com- mission. According to this index, it would rank 151nd out of 240 European regions. The robust ranking proposal set out in this doc- ument allows La Rioja to improve its relative position by 41 places, rising to 110th in the Eu- ropean ranking. However, La Rioja is undoubt - edly one of the Spanish regions that will benefit most from the document’s proposed efficiency ranking, since, from this perspective, it would lead the ranking as an efficient region, thanks mainly to it being the European region with the highest number of trademark applications. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in La Rioja is the number of information technology specialists. This bottleneck penalises its performance by 13.2 %. However, If it were not for this bottleneck, it would maintain practically the same relative position, moving to 152th in the European rank- ing, since it has other bottlenecks of practically the same magnitude, meaning it therefore requires interventions in several deficiencies at the same time. It is not observed that open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck for La Rioja.

Madrid Region is the second Spanish region in relation to the RIS index offered by the Euro- pean Commission. According to this index, it would rank 102nd out of 240 European regions. The robust ranking proposal set out in this document allows Madrid Region to improve its relative position by 60 places, rising to 42nd in the European ranking. However, it is penalised by the document’s proposed efficiency ranking, since, from this perspective, Madrid Region would drop by 5 positions in the ranking, taking 107th place in the European context. In terms of bottlenecks, the variable that most constrains the performance of the regional in- novation system in Madrid Region is the num- ber of innovation product or process compa- nies. This bottleneck penalises its performance by 10 %. If it were not for this bottleneck, it would be ranked 93th in Europe. Madrid Region is one of the Spanish regions in which open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck. If the indicators in Madrid Region’s RIS index were to be penalised according to the value shown by the degree of openness of the SMEs, it would see its relative position in Europe penalised by 22 positions, moving to position 124.
