The Basque Country is the first Spanish region in relation to the RIS index offered by the Euro- pean Commission. According to this index, it would rank 97th out of 240 European regions. The robust ranking proposal set out in this doc- ument allows the Basque Country to improve its relative position by 52 places, rising to 45th in the European ranking. However, the docu - ment’s proposed efficiency ranking penalises it, worsening its relative position by 98 places, dropping to 195th in the European ranking. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in the Basque Country is in- novation expenditure not related to R&D activi- ties. This bottleneck penalises its performance by 8%. In the absence of such a bottleneck, it could move up to 74th position in the European ranking, improving 23 positions. It is not observed that open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck for the Basque Country.

Valencia Region is the fifth Spanish region in relation to the RIS index offered by the Euro- pean Commission. According to this index, it would rank 132nd out of 240 European regions. The robust ranking proposal set out in this document allows Valencia Region to improve its relative position by 62 places, rising to 70th in the European ranking. However, Valencia Region is undoubtedly one of the Spanish re- gions that benefits most from the document’s proposed efficiency ranking, since, from this perspective, it would lead the ranking as an efficient region, thanks mainly to it being one of the European regions with the highest number of trademark applications. In terms of bottlenecks, the variable that most constrains the performance of the regional in- novation system in Valencia Region is business R&D expenditure. This bottleneck penalises its performance by 11.8%. However, If it were not for this bottleneck, it would maintain practically the same relative position, moving to 127th in the European ranking, since it has other bot- tlenecks of practically the same magnitude, meaning it therefore requires interventions in several deficiencies at the same time. Valencia Region is one of the Spanish regions in which open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck.
