Inputs, outputs and efficien- cy in the RIS

This section will deal with two methodological debates around measuring the efficiency of an innovation system. Firstly, we will analyse the indicators that help characterise the inputs and outputs of an innovation sys- tem according to the literature. Secondly, we will propose an ap- proach for measuring efficiency as a result of the proportion- ality relationship between an innovation system's inputs and outputs. Finally, we will apply current statistical methodolo- gies for measuring efficiency in order to analyse in detail the levels of efficiency and ineffi - ciency in the Spanish regions, identifying those factors that explain the behaviour of the in- efficient regions and which could therefore be considered as part of the public policies imple- mented in them.
