METHODOLOGICAL DEBATE ON THE ‘REGIONAL INNOVATION SCOREBOARD’.

The results of this report show that the literature on measuring inno- vation, and in particular the use of synthetic indices as a source to feed innovation policies, also needs to combine a range of approaches, sometimes applying them to the same data- sets, in order to avoid any biases and therefore produce more credible policy recommenda- tions. (TABLE 15)
