Existing Roadway Conditions Functional Classification Functional classification divides the roadway network based on the relationship a roadway has to the surrounding roadways. NCDOT Classification This map should be used to determine official NCDOT functional classification. Average Annual Daily Traffic (AADT) Annual Average Daily Traffic (AADT) shows the average traffic counts taken over 2017 on normal traffic days. These counts are provided by the North Carolina Department of Transportation (NCDOT) and collected for state maintained roads.
