Volume to Capacity Ratios The volume to capacity (VOC) ratio represents the travel demand on the road compared to the number of vehicles a roadway facility can accommodate. A higher ratio indicates a higher percentage of the roadway’s capacity being utilized. Roadway capacity and travel demand were derived from the Triangle Regional Model (TRM), including the edits made to the socio-economic data for Wake Forest. VOC ratios greater than 1 indicates that projected traffic demand exceeds roadway capacity. However, in reality, traffic only reaches roadway capacity for brief periods of time, because as traffic gets worse, drivers choose alternative routes, modes of transportation, times, or choose not to make the trip. 2013 is the base year for the TRM and 2045 is the projected or ‘horizon’ year. Crash Data High Frequency Crash Location (HFCL) scores are based on combined scores of crash density, crash se- verity, and critical crash rate. These scores range from 0-100. Higher scores indicate the road has higher safety concerns than similar roads across the state. Intersection crash data was provided by NCDOT and was collected between 2013 and 2017. South Main Street, Ligon Mill Road, Rogers Road, and Durham Road have higher HFCL scores than other roads within Wake Forest. Most intersections with higher crashes are along US 1, and the conversion of US 1 to a freeway may address some of these safety concerns. Within Wake Forest, high crash intersections include NC 98 / Forestville Road and Burlington Mills Road / Ligon Mill Road. The roads around the Seminary also exhibit safety concerns. These roads and intersec- tions may require safety improvements, most of which have been addressed in the CTP recommendations.
