the ERMC standard. His work as the Director of Clinical Clerkships for civilian students from the Heidelberg Medical School, and Bundeswehr medical students form across Germany, greatly enhanced host nation relations and, ultimately, medical interoperability as many of his Bundeswehr students are now Field Grade German Army Medi- cal Officers who know and understand Americans and American standards of medical practice. From 2005-2007, Burnett served as the Chairman of the Aerospace & Military Section of the National Medi- cal Association, an organization of over 5,000 African American physicians and health professionals recognized as the nation's foremost forum on African American health, and the only national level medical society with a dedicated military scientific section. From 2007-2009, Dr. Burnett served as Chief of the Department of Surgery at HMEDDAC. At this time, he led the transition of HMEDDAC to a fully Joint Commission accredited Ambula- tory Surgery Center, the first of its type in ERMC. He served as the assistant Deputy Commander for Clinical Ser- vices of the 47 th Combat Support Hos- pital (CSH) in support of OEF 09-10, Tikrit Iraq, from August 2009- February 2010. From 2012-2014, COL Burnett served as Deputy Commander for Clini- cal Services, U.S. Army Health Center, Vicenza, Italy (USAHC-V). Dr. Burnett expanded surgical and OBGYN services in the Vicenza Mili- tary Community, implemented Patient Centered Medical Home with Level 2 NCQA recognition, created a Soldier Centered Medical Home at Caserma Del Din in support of 173 rd IBCT(A) recognized by the ERMC Command- ing General as a “model for Europe to follow”, and implemented USAHC-V’s Voluntary Protection Program, under the Army Safety Health Management System, resulting in Army Star Site

recognition, the first Army Level-1 MTF to achieve such an honor.

Dr. Burnett also assisted the CDR in providing oversight and resourcing of six distinct subordinate Army Health Clinics serving an enrolled population of over 38,000 beneficiaries spanning three countries: Germany, Italy, and Belgium. During his time as DCO, Dr. Burnett provided oversight over the MEDCEN’s transition to COVID-19 operations while sustaining sensitivity to all aspects of business operations. He managed LRMC’s strategic campaign support plan ensuring successful rebalancing of clinical resources to enhance the readiness of the joint warfighters while sustaining our medical force readiness. He then transitioned to the Chief of Clinical Operation/CMO at Regional Health Command – Europe (RHCE) in Sept 2021. As RHCE Chief of Clinops, Dr. Burnett is the senior medical of- ficer in support of a health system with over 3,300 employees, 98,000 eligible beneficiaries, and a budget of $360M. He leads a medical team of experts in the strategic and operational support and guidance to four major subordinate commands including a Regional Dental Command, Public Health Command, Landstuhl Regional Medical Command, the only DOD MEDCEN in EUCOM, MEDDAC Bavaria, and 15 outpatient health clinics across Germany, Italy, and Belgium. Brother Burnett has been a member of the Germany Alumni Chapter for 22 years. Dr. F. George Palmer (Beta Gamma 1949, Chapter Invisible 2005) was a Charter Member and Polemarch of GAC for the first 14 years. Brother Burnett served as Vice Polemarch of the GAC from 2002-2004 and as Polemarch 2004-2005 and 2015-2016. Brother Burnett is a Life Member of Kappa Alpha Psi and uses his longevity in the Chapter as an anchor point for those newer members of the Chapter. He takes pride in serving in the role that his mentor Brother Palmer did after the Chapter's chartering.

He oversaw the creation of an Italian network for U.S. Standard pre-natal and birthing care at San Bortolo Hospital, safe and successful transition of patient care to the network, and establishment of stork-nesting options at Aviano Air Base for Vicenza’s expectant mothers, which serves as the model which the Navy is currently examining as they begin the drawdown of their facilities at Naples, Italy and Sigonella, Sicily. While serving as the Chief of the Department of Obstetrics & Gynecol- ogy at the Landstuhl Regional Medical Center from 2014 - 2017, Dr. Bur- nett oversees obstetric, perinatal, and gynecologic care for a local population of over 70,000 and a referral base of over 205,000 EUCOM/CENTCOM/ AFRICOM beneficiaries, including six outlying clinics across three countries. He continues to champion innovation and transformation in the provision of Women’s Health which is clearly evidenced by his creation, development and implementation of the inaugu- ral Division of Women’s Health and Newborn Care at LRMC. He was then selected as Landstuhl Regional Medical Center’s Deputy Commanding Officer (DCO) in the summer of 2017. In his role as DCO Dr. Burnett was LRMC’s second in-command and served as the principle advisor to the CDR for the overall operational performance of the only Trauma Medical Center in Europe (Role 4 Echelon) supporting combat casualty/stabilization, routine/emergent local and referral care for four CO- COMS across three continents; Europe (EUCOM), Africa (AFICOM), Middle East (CENTCOM), and Special Ops (SOCOM) including coalitions partners, contractors, government civilians, U.S. State Department and foreign nation- als. This included a local population of over 70,000 and a referral base of over 209,000.
