Future for Jean-Marc Lalonde Arena still open

But since Lot 25, where the arena sits, is not part of the agreement, the city has more latitude in deciding future use of the lot and the arena building sitting on it. That could mean that the city does not have to maintain an indoor ice rink in the arena and the latest report to council indi- cates that the municipality is well-served by the twin rinks at the new Rockland Arena lo- cated at the Canadian International Hockey Academy (CIHA) and the one at the Clar- ence Creek Arena. “Actually, the three existing rinks meet the needs of the minor hockey groups as well as the adult (hockey) leagues,”said Thérèse Le- faivre, community services director. Right now there are two competing proposals for the future of the Jean-Marc Lalonde Arena. The Gloucester Rangers Junior A Hockey Club has indicated it would be willing to relocate its franchise to Rockland if it could use the Jean-Marc Lalonde Arena as its base of operations. The club has offered to ab- sorb a large part of current arena operating

deficit and also create a reserve fund to as- sist with capital expenses. The Rockland United Soccer Club (RUSC) wants to see the arena become an indoor soccer field, equipped with artificial turf to allow for practice sessions and regulation games. The artificial turf would also other types of field sports to be played indoors. Right now soccer is the favoured spring and summer sport of more than 1000 resi- dents, both young and old, in Clarence- Rockland. The RUSC wants a community partnership with the city on the indoor soc- cer field proposal. Meanwhile the arena continues to serve as a drill hall and training location for the lo- cal Air Cadets unit and also as a game and practice site for the local indoor ball hockey

league and for the Ottawa Derby Dolls roll- er derby club. Lefaivre has recommended the city do a study to determine the ice rink needs for the community over the next 10 years. Na- tional standards for community ice rinks indicate that one community ice rink is needed for every 13,000 to 15,000 people living in a municipality. Clarence-Rockland, with its current population tallying around 24,000 in the last census, has three rinks. Several council members objected to the idea of the city spending money on anoth- er study related to the Jean-Marc Lalonde Arena. Their suggestion is that the city do a pro- posal call and see who makes the best offer for use and operation of the arena.

The City of Clarence-Rockland invites ten- ders to determine the future vocation of the arena. The latest report to council from the recre- ation department indicates that the City of Clarence-Rockland does not face the kind of restrictions for use of the arena property that it does with neighbouring Simon Park. Recreation department staff did a title search on the permitted uses for Lot 25, where the arena is located, compared to Lot 26 for Simon Park. The search revealed that Lot 25 is not included in the 1949 agree- ment between the municipality and Simon Morris, who deeded over the property that later became Simon Park.
