The City of Sunrise is an economic powerhouse in western Broward County, encompassing more than 18 square miles. As the home of Sawgrass International Corporate Park – one of the largest business parks in South Florida – Sunrise has its own flourishing job market.

Sunrise is also home to the internationally renowned Sawgrass Mills mall and the Amerant Bank Arena . Amerant Bank Arena, a 20,000-seat arena that showcases the two-time Stanley Cup Champions, the Florida Panthers hockey team, as well as top entertainers and events.

Our commitment to young families is demonstrated through our popular children’s summer camp program, active sports recreation leagues, enhanced and expansive parks, special events, and robust programming. As part of our commitment to a healthy community, we also offer an executive golf course, tennis club, soccer club, fitness center, and an Olympic-sized pool for swimmers of all ages. The City has further strengthened its engagement with residents through its dynamic Senior Center, diverse programming, and free transportation program.

We have worked hard over the years to ensure that City services and amenities exceed the expectations of our residents and business community, but we have more work to do. This Imagine Sunrise 2041 Strategic Plan sets forth our Mission, Vision, Key Focus Areas, and Strategic Goals for the next fifteen years and beyond. Join us as we embark on this journey of excellence to ensure Sunrise rises above the rest, providing world-class services and community amenities.

The City of Sunrise initiated the process to create its first Strategic Plan to evaluate our current path and plan for the future of the City.

The feedback from the community came from five primary outreach areas: Focus Groups, Surveys, Interviews, Community Meetings, and Visioning Sessions.

The process used to develop the plan was designed to ensure:

INTERVIEWS

Two community meetings were held to encourage deeper conversations with the community about what matters most for the future of Sunrise.

Eighteen personal interviews were conducted with stakeholders, external partners, City Commissioners, key City employees, and community.

A Town Hall/Community Visioning session was held to encourage the community to participate and provide feedback on the vision for the future of Sunrise. An illustrator was present at the session to draw the vision. See page 25 for full illustration.

The City Commission Visioning Session marked the next step in the Strategic Planning process, building on stakeholder input gathered during the Community Visioning Session.

In this session, the City Commission finalized the Community Visioning Session guided by insights from the input compiled to date.

The Key Focus Areas were developed based upon input from the community-wide survey, the employee survey, personal interviews, input from community meetings, and stakeholder insights. The Key Focus Areas are the five most important areas on which the City of Sunrise will focus, and that will set the strategic direction and long-range goals for the City. Strategic Plan A strategic plan is a working, living document that reflects the policy direction from the elected body, sets the Vision for the organization, and drives and informs an Implementation Plan which the staff will create to ensure progress and measurable results. The Strategic Plan will be updated regularly by the team and reported quarterly by the city staff. Vision A Vision Statement is a clear, aspirational statement that inspires long term change. The Vision leads the organization – it guides priorities, goals, outcomes, strategies, and work plans. Mission A Mission Statement is a practical, tangible tool the City will use to make decisions about priorities, actions, and responsibilities. A Mission describes the purpose of the organization – the reason why it exists – and converts broad dreams and visions into more specific, action- oriented terms. A Mission can explain Goals in a clear and easy to understand manner. It creates focus for work and accountability to stay on track. Because a Mission Statement is the purpose of the organization (why the organization exists) there should not be much change over the years. Key Focus Areas Key Focus Areas are the most important issues, opportunities or trends facing the City over the next 10 – 15 years. They are usually broad areas of service that will have the most impact on the community. Traditionally, they don’t change over the course of several years. Outcomes The Outcomes are expected results for what the organization is trying to achieve by focusing on the Key Focus Area. The Outcomes are usually explained without specific numbers or data because they are what the organization desires to achieve. An outcome is the change/ difference that happens as a result of implementing the Strategic Plan. Strategic Goals Strategic Goals are the larger, broader, often intangible concepts that will need to be accomplished to address the Priorities and be successful in the coming years. Strategic Goals are typically longer term (3 – 5 years) in nature and have milestones along the way to measure success. Goals are big, broad statements that, when accomplished, significantly move the needle on your Priorities. If you are successful at achieving your Goals, you will achieve your Key Focus Areas and realize your Vision.
