People Development • Lead and manage direct reports, exercising good people management practices including mentoring, coaching, training, advice, and guidance, as necessary. • Collaborate with vendors to develop training programs to upskill project teams and foster a culture of continuous improvement. • Proactively manage the performance of individuals and teams, ensuring the effective induction of new staff and the ongoing direction, guidance, appraisal, and development of individuals; promote a customer focused, constructively challenging, responsive, and adaptable service. Health, Safety, Environment & Compliance • Ensure compliance and certification in line with all legal and statutory requirements for project delivery. • Drive a zero-tolerance safety culture across the team and with all suppliers to secure delivery of a safe, healthy, and secure environment for tenants, visitors, partners, and the wider community. • Ensure all project teams and vendors comply with all building codes and WGCL permitting processes. • Implement and maintain safe systems (permit to work, campus inductions, etc) of work for all activities and contractors on site. • Implement and maintain a site induction program for all contractors. • Ensure all employees and contractors deliver construction projects adhering to WGCL’s Environmental Health & Safety Policies and Procedures and meets legislative requirements. • Ensure all accidents/incidents are investigated and develop remedial plans as required to reduce risk. • Take the lead on Environmental, Social, and Governance (ESG) initiatives, ensuring compliance with sustainability objectives and industry best practices. • Ensure that all building construction activities consider the implementation of Leadership in Energy and Environmental Design (LEED) or Building Research Establishment Environmental Assessment Methodology (BREEAM) type standards. Finance • Support the delivery of the WGCL budget through accurate budgeting, forecasting and expenditure.
• Drive capital budgeting related to complex minor and major capital projects, including high level cost estimation for initial budget and business case purposes. • Develop and manage the operational budget for all complex minor and major capital projects activities, identify cost- saving opportunities, and make informed decisions on budgets to meet the financial targets of WGCL. • Ensure accurate, and full cost recovery of customer charges, for all project management services through the Occupier Services model where appropriate. • Manage the budget for project management activities, identify cost-saving opportunities, and make informed decisions on project budgets. Stakeholder Engagement • Work closely and collaboratively with the Head of Construction, Facilities Operations, Campus Development and Customer representatives. • Work closely with the Estates Director, Head of Engineering & Hard FM and Head of Health, Safety & Risk on ensuring that all project briefs, designs, and specifications are aligned with operational management and safety standards. • Lead the development and execution of the construction communications strategy for projects and programmes. • Represent WGCL’s interests with relevant bodies including commercial suppliers and delivery partners. • Ensure proactive and effective communications relating to projects and programmes to the wider Campus community and other stakeholders. Other Activities, Duties and Responsibilities • Undertake any other duties required by the Head of Construction. • Supports the campus wide development plan and implementation. Reporting Lines • Reports to Head of Construction and consults with the Head of Engineering & Hard FM, Head of Health, Safety & Risk, and Estates Director.

Skills/Abilities/Competencies Essential: • Business acumen.
Qualifications Essential:
• A degree in construction management, engineering, or engineering related field. • PRINCE2 qualifications / experience or similar. Desirable: • MBA or advanced degree in Real Estate, Finance, or a related field. • NEBOSH General Certificate or equivalent health and safety qualification is highly desirable. • NEC4 Accredited Project Manager. Knowledge Essential: • Experience in project engineering roles. • Knowledge of relevant industry standards, regulations, and certifications. Desirable: • Pharmaceutical sector knowledge. • Knowledge of NEC4 contracts. • Knowledge and practical experience of ISO 55001/14001/9001 or quality systems. • Knowledge and practical experience of LEED/BREEAM or similar.
