Construc,on began in April 2019 and had an original an,cipated comple,on date of 2021. The project experienced an unexpected delay, and the hotel ul,mately opened to guests in March 2022. The Star Wars: Galac,c Starcruiser project delivered a 100-room, three level interac,ve hotel.
The project included approximately 100,000 square feet of new construc,on, consis,ng of a themed hotel with an engineering room, dojo (light saber training), courtyard, table service restaurant, lobby, lounge, and bridge, with each area providing their own theming and interac,ve experience. Approximately 350,000 sq J of conduit, 150,00 sq J of MC cable, and 1,450,000 sq J of wire were in- stalled, all of which required close coordina,on between all the MEP trades and Walt Disney Imagineer- ing.
Similar to W Hotel in concept but not design. This project was a large project using the IDP contract deliv- ery method. Tri-City was included in preconstruc,on –to development and construc,on– and finally to guest occupancy.

As Florida’s largest electrical contractor and one of the largest in the na+on, Tri-City offers a broad range of resources for comple+ng a project of this type and size. We pride ourselves on pursing projects that we are confident of comple+ng successfully. Our es+ma+ng and management team is prepared to assist this new joint venture between WELBRO and Broadmoor in establishing a cost effec+ve approach for all par+es involved. We believe Tri- City Electrical Contractors, Inc will bring benefit to the project, providing design assist experience and cost saving ideas to include the latest technology. Tri-City’s dedica+on to the industry and its high level of loyal employees is evidenced by our re- ten+on rate. We a@ract new employees due to our training and long-term employment goals. It is our belief that quality work performed efficiently and safely is the result of a strongly imple- mented, in-house training program which has resulted in a high skilled and mo+vated workforce with an excellent safety record. Through early involvement and preplanning we will strive to develop a schedule that is mutually beneficial. We feel that crea+ng a well coordinated project across all en++es will reduce project cost and manpower needs.
Our comments/sugges*ons to the Project Delivery Team:
◊ Create a Team Charter. Include *melines, goals, expecta*ons and mantra. Get buy-in from all partners to be a team. ◊ Work to break down barriers between trades, owner and Construc*on Manager.
◊ Create a target budget and aim for it. Work to minimize changes.
◊ Build a schedule that matches the slowest scope for work for the given area— this keeps all trades working in a constant forward progress. ◊ Work to maximize on delivery *me so the project is not impacted by large amounts of ma- terial, making it hard to work and an unsafe project.
◊ Embrace lean management principles.
◊ Early BIM input helps create the team aspect and flushes out issues early.

Field Personnel
Tri-City is a locally based and operated Florida contractor. We have strategized and planned our resources for this project and schedule. Therefore, we assure that the appropriate work force is available to complete the project in schedule and under budget. We also operate the largest electrical prefabrica,on shop in the state with unparalleled access to nearly 800 skilled workers. In addi,on to our own staff of skilled tradesman we u,lize Florida based subcontractors and vendors for the special systems and material supply and handling. Being the largest electrical contractor in the state that only performs work in Florida we have developed the strongest and most loyal sub-contractor base over our last 65 years in business.
Projected Field Resources
We an,cipate our available resources to free up star,ng in January of 2024 as other projects begin to wind down. This will line up perfectly with the an,cipated start date for this project as we can allocate the available personnel to this project.

Preconstruc*on
“A Detailed Approach”
Our self-preform experience make us keenly aware of the smallest details as we coordinate all project func, ons—including es,ma,ng, value analysis, constructability reviews, project opera, ons and management, scheduling, cost control, quality control, and safety. Our heightened awareness leads to more efficient designs, increased budget confidence, fewer change orders, decrease construc,on ,mes, and higher quality. Working in Florida for over 65 years, Tri-City Electrical Contractors, Inc. has built solid rela, onships with local engineers, architects, and subcontractors. These rela, onships create a synergy between design team and contractor to provide cost effec,ve and crea,ve solu, ons to ul,mately maintain budget, schedule, and quality for the owner. To achieve these results, we must be ac,vely engaged in the project during both the preconstruc,on and construc,on phases. This results in comprehensive understanding and provides detailed planning, coordina,on, and direc,on necessary to create efficiencies in the ,me, cost, and quality.
Preconstruc*on Resources
“Foundation for Success”
Preconstruc,on is one of Tri-City’s special,es; we devote substan,al resources and aIen,on to this phase of a project. During the preconstruc,on process our job is to provide accurate cost and schedule evalua, ons and establish a plan for successful construc,on. Our pricing is among the most accurate in the industry as a result of our preconstruc,on team digging into the project details, addressing everything from budget, scheduling issues, phasing requirements, and quality expecta, ons. With this level of aIen,on we can avoid surprises later in the building process and ensure maximum value in the finished project. We assign one of our senior level preconstruc,on members as a contact person to work in conjunc,on with the design team, trade contractors, subcontractors, distributors, and safety department. Once assigned they oversee the preconstruc,on effort un,l the project is fully designed and contracted. Our staff of es,mators, BIM/CAD modelling, prefabrica,on team, safety department, low voltage division, fire alarm division, and purchasing department all play a role in seXng the founda,on for delivering a project safely, on ,me, and on budget while maintaining the highest quality.

The largest issue we experience today is lead ,mes for quoted material, especially with switchgear and generators. To combat this issue, we will strive to get these items iden, fied and ordered early. Addi, onally, we will work with the engineer to get submiIals approved as quickly as possible to minimize the impacts of long lead ,mes. Project Impacts
Project Challenges
One of the most difficult areas of a project seems to be the Ligh,ng Control System.
Selec,ng a ligh,ng control system early on and engaging with our partners up front would provide adequate assistance in keeping up with modern, changing technology while ensuring the system is compa, ble with the final light fixture selec, ons. We would engage our vendors and representa, ves early in the design process to establish and maintain a budget throughout the comple,on of the construc,on documents. Another challenge we could face might be linear light fixtures and the placing of remote power sullies, fire smoke dampers, and power panel loca, ons, as well as how to distribute power throughout the building. We will work with the design team and engineer to ensure a working project.
Subcontractor/Vendor Par*cipa*on
Tri-City Electrical Contractors, Inc. has an approved vendor/ subcontractor lis,ng of supplies and subcontractors that have a proven track record. For each vendor and subcontractor, a D&B report is reviewed for financial stability, judgements, claims, and business history. Each subcontractor is then interviewed for ability to perform and manpower strength.
If required, a purchasing limit or subcontract limit requiring a bond is placed with the vendor or subcontractor. We have excellent rela, onships with our vendors and subcontractors within our community based upon mutual respect and integrity in business.

Constructability Program & Implementa*on Ideology
◊ Unlike other companies, our preconstruc,on team is our construc,on team. This
helps alleviate the “hands–off” habit that is some, mes created by having different folks involved. Commitments given during the preconstruc,on phase is then implemented into the construc,on phase. ◊ Selec,ng vendors during very early stages of the construc,on process. We will work early with vendors so we can work together on locked down pricing, commodity material buyouts, on ,me delivery and material staging on the project. Depending on the product, oJen ,mes our vendors are willing to store material in a warehouse. ◊ Work with and select all subcontractors early. This is important with subcontractors like fire alarm and ligh,ng integra,on. These scopes of work can impact the project considerably. ◊ We would want to work extensively with the mechanical contractor, door hardware contractor, sprinkler contractor and kitchen supplier to work all of the bugs out. Tri-City typically will compile a compa, bility chart with other trades, however, early conversa,on on life safety, smoke control and door correla,on is a must. ◊ Get involved early with the BIM process and stay involved un,l the end. Tri-City oJen ,mes will take the lead on the BIM process and we like to keep the BIM manager involved all the way to the end. This helps with the as-built close out of the project. Tri-City has a Trimble team exclusive to this—just Trimble. This team works with the BIM team for precise loca, ons, which works well with concrete pours. Tri-City will submit any installa,on in above ground deck work for approval prior to installa,on. ◊ Establish the quality control measures and a separate quality control team. This person or persons sole responsibility is to check our own work. ◊ Establish quan,ta,ve repor,ng. When accurately recording our progress, it helps us understand if we are on target to meet the goals of the project.

We strive to inspect our jobs and provide necessary training before it is needed on the job site in a real- world environment.
Our goal of Zero accidents is based on an ac,on plan of con, nuous improvement that each and every person at Tri-City strives to do beIer safety wise this year than the previous year. We train all workers using safety and competency training for 50+ construc,on ac,vi,es, as outlined on our training card. Prefabrication is an important part of our culture at Tri-City Electrical Contractors. It has been defining the practices of our craftsmen, from apprentice through project management. Our team excels in identifying repetitive field installations and adapting them to LEAN manufacturing processes. Prefabrication positively impacts our projects through:
Prepare • Pre-plan • Prefab
• Early Interac,ve Engagement • Reduces risk by incorpora,ng Constructability into Design • Enhanced Safety through working in a controlled environment • Significantly reduced on-site Workforce • Increased Recycling and Waste Management
We prefabricate and assemble electrical components in our 10,000 square foot facility. Our shop provides all the equipment, materials and workers needed to create the modular building blocks required for today’s fast -paced projects.
Prefabrication will be a major factor in the success of our projects in the years to come. By focusing our efforts in every area of prefab now, we’re laying the groundwork to improve our processes and evolve into a more efficient contractor.
We’ve increased our focus on prefabrication by developing dedicated processes and teams to plan, manage, and install prefabricated components in multiple market sectors. On healthcare and commercial projects alone, we’ve installed several hundred manufactured components and managed a variety of subassemblies installed by our trade partners.
