INTRODUCTION
The University of Huddersfield is seeking to appoint to the key role of Space Planning Manager within its Estates and Facilities Directorate. The Estates and Facilities Services are instrumental in en - suring facilities offered by the University of Huddersfield to students, staff and visitors are first class, that Huddersfield maintains its strong financial position within the top ten of mainstream universities and has an academic estate that is rated within the top 10% in the UK. Reporting to the Assistant Director of Estates and Facilities (Property Services), the Space Planning Manager will develop the strategic approach to Space Management challenges across the estate by playing a key role in the development of the University campus masterplan. The University and the Estates and Facilities team needs to respond to Hybrid working models, rising utility costs, ambitious NET Zero Carbon targets (2030), and addressing utilisation challenges. The Space Planning Manager will play a key role in creating a strategy that responds to all of this. They will be responsi - ble for planning, developing and implementing strategies, procedures and systems to improve the overall effectiveness and utilisation of university space and property, across the Estate and Estate’s Services projects, ensuring integration at institutional, campus, and project level. The Estates and Facilities team were awarded the AUDE University Estates and Facilities Team of the Year in 2019, for excelling in areas from social engagement to strategy, leadership skills and space management. Beautiful countryside, independent shops, big nightlife, sporting legends… they’re all on your doorstep when you’re living in Huddersfield. And did we mention the people? Sports & Outdoor Activities Enjoy the active life? Huddersfield and the surrounding areas offer no end of opportunities to stay in shape. Hiking, cycling and climbing are all popular outdoor pastimes in and around the Pennine Hills. Huddersfield also has a proud rugby and football heritage. Rugby League was born in Huddersfield in 1895 and the Huddersfield Giants Super League team plays regularly at the John Smith’s stadium. The stadium is also home to Hudders- field Town AFC, who were promot- ed to the Premier League in 2017. It also hosts non-sporting events and concerts, recent performers include Little Mix and Take That.
Where is Huddersfield? Huddersfield is in a great central location in the UK. It’s around three and a half hours north of London by car. Leeds and Manchester are both just a quick train ride away. And good connections to the M62 and M1 mean it’s easy to reach the rest of the UK by car or bus. So travelling to see your family or friends for a weekend should be a doddle.
Culture Huddersfield has a strong cultural heritage, from the Grade I listed buildings to long running cultural events including Huddersfield Lit- erature Festival and the acclaimed Huddersfield Contemporary Music Festival. ESTATES & FACILITIES
The Estates and Facilities Services are instrumental in en- suring facilities offered by the University of Huddersfield to students, staff and visitors are first class, that Huddersfield maintains its strong financial position within the top ten of mainstream universities and has an academic estate that is rated within the top 10% in the UK. Our Mission Statement: “To provide Top Class Facilities” This very clear and succinct mission statement enables Es- tates and Facilities to remain totally focused on delivering top class facilities within quality buildings that are constructed, maintained and operated to the highest possible standards. The services delivered on campus will remain customer fo- cused and responsive to the changing needs of the business and the client’s requirements. The University has a dense urban campus with a wide mix of buildings from listed buildings to newly built, which provides breadth, variety and scale in both terms of maintenance and projects works. Our current HESA Estates Management Record building condition assessment rating for 2019/20 sits at 96.5%. The Estates and Facilities directorate currently has a property services maintenance budget of circa £3m annually for staff and maintenance and a new 10 year long term maintenance budget with circa £3m annually allocated from 2022/23. This will run alongside the current approved capital plan which has an overall budget of circa £82m running from 2022 to 2027. The University remains within the top ten in the UK nationally when rating its financial security.
AN AWARD-WINNING SERVICE WITH AN AWARD- WINNING PORTFOLIO OF BUILDINGS The Estates and Facilities team were awarded the AUDE University Estates and Facilities Team of the Year in 2019, for excelling in areas from social engagement to strategy, leadership skills and space management. The Estates team were also shortlisted in the 2020 Times Higher Education awards for Outstanding Estates Strat- egy and Outstanding Contribution to Equality, Diversity and Inclusion. We are constantly investing in new innovative buildings, incorporating dramatic design, dynamic shape and key environmental features, creating world-class facilities for students and staff. Some of the recent successes of our building portfolio include: • The Barbara Hepworth Building; was most recently shortlisted for the Civic Trust Awards 2021 and previous shortlisting’s for the RIBA and RICS have been carried forward to 2021. Other awards for this striking building include Constructing Excellence’s Building Project of the Year 2019 and Pro- ject of the Year at the prestigious Education Estates Awards in 2020. Awards in 2020, Sovereign Design House was Highly Commended in the Refurbishment of the Year category. The Sovereign Design House, being a former bath house for foundry workers, was re-opened as a café, exhibition and gallery space earlier in 2020. • Also at the Education Estates
The Joseph Priestley Building also won an Education Estates award in 2019 for its recent refurbishment. • The Oastler Building was awarded Best Education Building by the West Yorkshire Local Authority Building Control Awards (LABC). CURRENT DEVELOPMENTS The University has ambitious plans for its estate, demonstrating this with the development of the National Health Innovation Campus, which hopes to bring students and visitors into Huddersfield town centre and help develop the next cohort of health professionals. This exciting new £75m capital project, is currently on site (Daphne Steele Building) with Planning Permission for another 65,000m2 of space, with Phase 2, a Health Partnership Building planned for delivery in September 2025. It will be a transformative project for the people of the region, which will improve health outcomes and lead innovation in healthcare for the North of England. This will be the first new building to be constructed on this newly acquired site. The investment in this new cam- pus is based on the University of Hud- dersfield’s outstanding track-record in professional courses and pioneering research, and its wide network of partnerships with leading health and care organisations, led through a new Health and Wellbeing Academy. procedures, especially in line with Health and Safety requirements. • Lead project stakeholders to develop their business case requirements, aspirations and constraints to create and develop the project brief and ensure sign off at relevant stages in accord- ance with the recognised governance framework and in a consistent and timely manner. • Manage regular stakeholder meetings/engage- ment to provide a detailed understanding and interpretation of existing and projected space issues. • Prepare briefs for projects in relation to space and space targets and plans ensuring efficient and effective allocation of space to function. • Be responsible for ensuring Planon (CAFM sys- tem) is maintained and updated to reflect latest space functions ensuring input from the Estates Property Services team as required and acting as the link to colleagues in other departments to support integrated management information. • Responsibility for the accuracy of all University of Huddersfield drawn (AutoCAD) information. • Provide professional advice to colleagues, key stakeholders and where appropriate tenants of the University on space use and management, advising on design best practice, policies, regu- lations and procedures including Health & Safety requirements. • Liaise with academic and service department colleagues to keep under review the functional suitability and condition of general teaching rooms and develop appropriate improvement programmes with estates and facilities col- leagues. • Working closely with Planning & Business Intel- ligence colleagues prepare and report on space management information including space utili- sation. • Act as a change champion within the University, actively supporting the transformation of the estate increasing space utilisation and the use of space, fostering innovation and creativity, and supporting culture change to make the estate more student and customer focussed and engen- dering value for money and efficiency. • Play a key role in the University of Huddersfield HESA Estates Management Record. • Any other duties commensurate with the role.

Job Purpose: • To strategically manage all space planning and migration logistical functions ensuring space is used efficiently and effectively across the Estate and all Estates Services’ projects, ensuring inte- gration at institutional, campus, and project level. • Working closely also with the Planning & Business Intelligence Team contribute to the development and implementation of cross departmental processes, systems, and procedures, providing advice and guidance on the application of space strategy and norms. • Develop and implement the University of Hud- dersfield space finishes standards ensuring performance and aesthetic quality across the estate Main Duties and Responsibilities: • Lead strategically and operationally the Estates & Facilities Space Management Team. • Provide strategic and operational space and property management services. • Line management of AutoCAD technician and Space Project Officer. • Accountable for budget management and con- trol of the Space Management function. • Responsibility for developing a space ‘terrier function’, including all lease, covenant and boundary information. • Develop and implement and manage policies, standards and space management, providing relevant management information and advice to the Director & Assistant Directors of Estates and Facilities, and colleagues on matters relating to the requirements of physical space across the estate. • Determine the policies required for space pro- cedures, allowances and utilisation of the estate and manage the strategic and operational levels of space management on a day-to-day basis covering space planning and migration activities to ensure the effective delivery of the Estates
Services’ strategy/masterplan and ensure the implementation of effective space planning and project management methodologies. • Develop the strategic approach to Space Man- agement challenges across the estate through playing a key role in the development of the University campus masterplan. • Working with Schools and Service areas take a lead on developing space solutions to accom- modate the Hybrid Working Framework and new working practices, including change manage- ment activities. • Deliver Space Management physical projects including all migration activities to the agreed time, cost, and quality parameters. • Ensure timely production of space feasibility stud- ies including AutCAD and Revitt modelling. • Advise on standard specifications for materials, furniture and finishes to ensure best practice and value for money. • Sit on various steering groups e.g., customer service excellence, ‘well’ standard and furniture suppliers and advise as necessary. • Develop the University approach to furniture management and oversight. • Responsibility for the University signage strategy and operational management. • Proactively research and develop new and inno- vative approaches to space use and design in line with school/service area requirements. • Play a lead role in manging the Space Manage- ment Group content and outcomes. • Review, develop and implement space manage- ment policy and space planning procedures in order to support the University’s policies and the Estate Services strategy and ensure adherence to the University’s regulations. • Play an active role in the development of Estates & Facilities approach to BIM. • To advise on best space management prac- tice and advise staff and key stakeholders on space management policies, regulations and

TERMS & CONDITIONS Hours of Work The hours of work for this position are 37 per week. Length of Appointment Permanent appointment. Starting Salary The salary for this post is Grade 8 (£42,542 - £53,848). Annual Leave Annual leave entitlement is 30 days plus statutory holidays throughout the year. This is pro-rated for part- time staff. Pension You will be auto-enrolled into the Career Average Revalued Earnings (CARE) Pension Scheme (Local Government Pension Scheme) on appointment. Qualifications In accordance with our pre-employment processes, we are required to verify qualifications for successful candidates. PERSON SPECIFICATION The successful candidate will be able to demonstrate the following attributes:
Qualifications • Educated to degree level or equivalent educational/training/work-based experience which has involved critical thinking and analysis, research and problem solving. • Proficiency in the use of Microsoft Office Suite evidenced by an IT qual- ification or demonstrable experience to include Excel and Visio. • Chartered Member of the Chartered Management Institute or be willing to commence this within first 12 months of employment. Experience • Experience in delivering strategic space management programmes. • Experience in managing teams within a related discipline. • Experience of strategic complex move management and space planning preferably in an HE or similar environ- ment, at a level involving manage- ment of teams and complex projects. • Experience of management of change relating to space and new ways of working. • Experience of managing project specific budgets.
Knowledge & Abilities • An understanding of health and safety issues within the Estates Servic- es area. • Excellent knowledge of university estates, trends and associated space management challenges. • Working knowledge of space stand- ards and best practice, including working to specific Legislative stand- ards. • Commitment to environmental sustainability.
