governance and audit controls are in place. • Lead the Programme Management Office to identify, manage and mitigate all strategic risks – budgetary/financial, contractual, safety, programme, impact and quality; taking effective, timely remedial action as required; • Working in close collaboration with the PMO and Director of Financial Reporting, oversee and control the Estates capital programme budget and expenditure. • Provide project assurance by developing, establishing, implementing and maintaining consistent and effective means of monitoring, reporting and assuring that projects are completed in line with safety, cost, time and quality criteria. • Establish and maintain close working relationships with internal Schools and Departments to ensure that Estates projects are consistent with institutional strategies, values, policies, local plans and operational requirements. • Ensure a consistent approach to capital project delivery, including the management of consultants, contractors and external project teams. • Ensure effective project mobilisation, disruption management and handover strategies, policies and procedures are developed and implemented to ensure project and departmental business continuity and a seamless transition from project to occupation and use. • Manage key external relationships including local and statutory authorities, landlords and suppliers. • Lead on the development and oversee effective communications strategies at both programme and project level for internal and external stakeholders.
Job purpose: Responsible for leading the strategic development and effective utilisation of the University’s estate, including capital programme/project delivery, cost and contract control, master planning, space strategy/management and property management Principal Accountabilities: Estates Development and Projects • Lead, manage and coordinate the delivery of a capital programme and distinct projects that support the Estate Strategy, ensuring that project benefits are measured, reported and realized and that robust project and cost control measures are established and adhered to. Ensure that works are completed to agreed specifications, achieving time, cost and, quality parameters and are fully compliant with health, safety, statutory and environmental obligations and best practice. • Lead on strategic estate planning including programme scenario planning, strategic KPI development, cash flow forecast modelling, master planning, option appraisal and feasibility studies for development schemes including collaboration with development partners. • Ensure all projects represent best value for money for LMU and that appropriate and effective risk management, corporate
