Introduction
The University of Central Lancashire (UCLan) is a leading modern University and one of the UK’s largest with a student and staff community approaching 38,000. The UCLan core campus in the University’s home city of Preston covers a significant swathe of the city (an area of approximately 15 hectares with 63 buildings) and recently benefited from a transformative £200m Campus Masterplan to give it a world- class makeover. UCLan has also invested significantly in recent years in its Burnley campus to serve Pennine Lancashire and its West Lakes campus to serve West Cumbria. The successful candidate will have a proven track record of shaping, planning and delivering strategies that enhance an organisation’s Maintenance Strategy. You will be focused on delivering measurable impact through the delivery of projects and programmes, such as behavioural change programme and infrastructure investment projects. To be a success in the role you will need to be proactive, enthusiastic, innovation and results-focused, with excellent interpersonal, communication and influencing abilities. You will possess the experience and confidence to report at Board level and across a diverse range of stakeholder groups. The role offers a fantastic leadership opportunity for an ambitious and enthusiastic individual to play a key part in the continuing and future success of the University and its wider role in the North-West region.
UCLan is now seeking to make the crucial leadership
appointment to the role of Head of Engineering and Maintenance. Reporting to the Assistant Director of Estates Services, the postholder will lead the University’s drive to improve its estates performance. The role leads the engineering and maintenance teams at the University to ensure that the estate is maintained to the high standards within UCLan strategies, policies, and procedures, in accordance with industry/sector best practice, and is fully compliant with statutory legislation.

We are proud of ours roots in Preston, in the beautiful county of Lancashire, where our main campus is based. It has been our home since 1828, when our distant predecessor, the Institution for the Diffusion of Knowledge, was born. Since then, we’ve changed our name several times over, modernised, expanded and developed state-of-the-art campuses. Delivering our Masterplan
The fruits of our £200 million Campus Masterplan investment in Preston are transforming the University as a place to learn, work and do business. A key aspect of the Masterplan is our £35 million Engineering Innovation Centre (EIC), which opened in 2019. This state-of-the-art teaching and research facility brings together the expertise of our academic staff, leading business minds and the very best student engineering talent in a spirit of collaboration and discovery. Our students and partners have access to outstanding facilities and cutting-edge equipment, including additive manufacturing (3D printing), advanced manufacturing workshops, fire engineering lab, motorsports and air vehicles workshop, rapid prototyping, specialist research labs, and more. With the EIC we have an incredible opportunity to position Lancashire at the forefront of what has been termed the ‘Fourth Industrial Revolution’ and cement the region’s longstanding position as a national centre of excellence for aerospace, advanced engineering and manufacturing. Our new £60 million Student Centre and University Square, opening later this year, are set to become the beating heart of our Preston Campus, creating an iconic gateway between the city and the University. In September 2017, Hurricane Irma had a devastating impact on Sint Maarten where the American University of the Caribbean School of Medicine is based. The University responded quickly and decisively to accommodate the displaced 643 medical students and staff who were transferred to Preston to continue their tuition in just nine days. This resulted in winning the Internationalisation category in The Guardian University Awards 2018. Investing in our campus Our £200m Masterplan is well underway - a major investment in creating a world-class campus which will provide all our students with an exceptional learning and social experience. Our brand new social spaces are bright, modern areas packed with comfy sofas, table tennis, pool tables, beanbags and study spaces, and are perfect for students and staff alike. Our new c.£60m student centre, will enable us to provide even better advice and support to all students. Our brand new £35 million Engineering Innovation Centre is a state-of-the-art facility, with integrated teaching and research space. It creates an environment that inspires teaching, research and knowledge exchange, establishing UCLan as a leader in engineering innovation. Our newly-opened Oasis Multi- Faith and Spirituality Centre offers a warm welcome to students of any faith or none. The creation of the new Adelphi Square will connect the University and the surrounding city like never before, providing an attractive public space which will play host to community events and become a vibrant hub of activity.
Sport and wellbeing We pride ourselves in having a healthy campus so the majority of our students are eligible for free sports membership. Students are encouraged to get involved in one of the many sporting opportunities at UCLan, either in our four-storey indoor sports centre on campus or at our outdoor sports arena, which features an international standard athletics track, cycle track, all- weather football and hockey pitches, tennis and netball courts, alongside facilities for strength and conditioning. Students’ Union The Students’ Union (SU) has over 100 clubs and societies, offering something for everyone regardless of interest or ability. They even offer students the chance to set up their own group, which range from the Disney Appreciation Society to a Quidditch group. The SU also run a range of recreational sport activity and the Give it A Go programme runs throughout the year providing numerous activities, events and trips. There are also over 25 Sports Clubs run by the Union.

Economically the University is one of Preston city’s biggest assets. The University is one of the largest employers in Preston. It employs one in every three staff working in universities in Lancashire and one in every 14 HEI staff from across the region. Last year our students spent more than £220 million in the region. Despite being a university city and home to 135,000 people, over two- thirds of Preston is classed as rural. Provide assurance for the effective mobilisation and active management of the external supply chain and the associated service contracts to deliver reactive and planned maintenance services and operations to UCLan. 10. Development and management of systems to effectively prioritise reactive and planned maintenance operations in accordance with the broad high-level principles of SFG20:
To lead the engineering and maintenance teams at the University to ensure that the estate is maintained to the high standards articulated within UCLan strategies, policies, and procedures, in accordance with industry/sector best practice, and is fully compliant with statutory legislation. This will include: • maintaining suitable and sufficient capacity and capability via in-house and contractor resources to meet the current and future business need. • proactively managing, reporting upon, and maximising the value of associated budgets and mitigating risks. • developing and maintaining a safe, welcoming, inclusive, and sustainable environment for all who study, work, or visit UCLan. To support the Assistant Director of Estates and the wider Estates Services & Capital Projects team in delivering the UCLan Estates Strategy and Masterplan.
1. Development and implementation of a structured, 5–10-year Maintenance Strategy and programme for reactive and planned maintenance including end-of-life replacement of the University’s estate assets and infrastructure. 2. Act as the subject matter technical expert for all matters relating to engineering and maintenance at the University including the provision of technical engineering and maintenance input to the design and specification of new and refurbished buildings and infrastructure. 3. Provision of leadership, line management and development for staff within the Team to maximise their individual and collective potential. 4. Ensure that the provision of a consistently high-quality student and staff experience is embedded within the policies, processes, systems, and procedures relating to the maintenance and development of the mechanical and electrical services and infrastructure. 5. Management and maintenance of a structured annual revenue (OPEX) budget and associated monthly reporting system for all reactive and planned maintenance operations. 6. Development of a 5–10-year capital (CAPEX) budget to include backlog maintenance, lifecycle replacement, and significant refurbishment of the estate’s assets infrastructure. 7. Development and maintenance of an effective asset register and management system for all estates assets and infrastructure, facilitated by the Computer Aided Facilities Management (CAFM) system. 8. Development and communication of clear service specifications and service level agreements (SLA’s) for all engineering and maintenance operations.

Lead the commissioning of the five-yearly building condition survey programme, including the provision of technical input to the assessment of building condition and functional suitability and the identification and quantification of the scale of backlog maintenance and asset replacement required to maintain a high-quality, compliant, and efficient estate. 14. Ensure that an ‘out of hours’ call out service is available 24/7/365 via internal and external resources for emergency/critical maintenance of estates assets and infrastructure. 15. • Significant/extensive experience in a senior maintenance management role within a large organisation. • Experience of Managing multi-discipline engineering and maintenance teams/ services to include building fabric, building services, compliance, and grounds maintenance. • Experience of Managing the delivery of reactive and planned maintenance operations relating to estates assets and infrastructure across a large and complex property portfolio (estate). • Experience of Implementing management systems to ensure compliance with statutory legislation (compliance) relating to estates assets and infrastructure. • Experience of Using CAFM systems to manage, maintain and optimise resources and budgets. • Procurement, mobilisation, and management of multiple service contracts for engineering and maintenance services within a large organisation. • Developing and maintaining revenue (OPEX) and capital (CAPEX) budgets for the maintenance of estates assets and infrastructure. • Engaging and working with technical consultants, contractors, and suppliers. • First degree or Ofqual equivalent qualification in construction, building services, or engineering. • NEBOSH General Certificate in Occupational Health and Safety. • PRINCE2 Foundation or APM PFQ. • Member of RICS, CIOB, CIBSE, IWFM or other relevant professional body.
