Job Purpose:
Main Duties and Responsibilities:
9. Provide assurance for the effective mobilisation and active management of the external supply chain and the associated service contracts to deliver reactive and planned maintenance services and operations to UCLan. 10. Development and management of systems to effectively prioritise reactive and planned maintenance operations in accordance with the broad high-level principles of SFG20:
To lead the engineering and maintenance teams at the University to ensure that the estate is maintained to the high standards articulated within UCLan strategies, policies, and procedures, in accordance with industry/sector best practice, and is fully compliant with statutory legislation. This will include: • maintaining suitable and sufficient capacity and capability via in-house and contractor resources to meet the current and future business need. • proactively managing, reporting upon, and maximising the value of associated budgets and mitigating risks. • developing and maintaining a safe, welcoming, inclusive, and sustainable environment for all who study, work, or visit UCLan. To support the Assistant Director of Estates and the wider Estates Services & Capital Projects team in delivering the UCLan Estates Strategy and Masterplan.
1. Development and implementation of a structured, 5–10-year Maintenance Strategy and programme for reactive and planned maintenance including end-of-life replacement of the University’s estate assets and infrastructure. 2. Act as the subject matter technical expert for all matters relating to engineering and maintenance at the University including the provision of technical engineering and maintenance input to the design and specification of new and refurbished buildings and infrastructure. 3. Provision of leadership, line management and development for staff within the Team to maximise their individual and collective potential. 4. Ensure that the provision of a consistently high-quality student and staff experience is embedded within the policies, processes, systems, and procedures relating to the maintenance and development of the mechanical and electrical services and infrastructure. 5. Management and maintenance of a structured annual revenue (OPEX) budget and associated monthly reporting system for all reactive and planned maintenance operations. 6. Development of a 5–10-year capital (CAPEX) budget to include backlog maintenance, lifecycle replacement, and significant refurbishment of the estate’s assets infrastructure. 7. Development and maintenance of an effective asset register and management system for all estates assets and infrastructure, facilitated by the Computer Aided Facilities Management (CAFM) system. 8. Development and communication of clear service specifications and service level agreements (SLA’s) for all engineering and maintenance operations.

critical assets to avoid under/over maintaining. • Discretionary – to maintain non-critical assets and meet non-business critical commitments. 11. Work collaboratively with the Maintenance Management Team to ensure that all consultants, contractors, and suppliers are actively managed and coordinated to effectively manage risk and maintain a safe environment for all those who visit UCLan. 12. Oversee the operation, maintenance, and
optimisation of the University Building Management System (BMS) to maintain a
safe, healthy, and productive environment and supports the reduction of carbon emissions. 13. Lead the commissioning of the five-yearly building condition survey programme, including the provision of technical input to the assessment of building condition and functional suitability and the identification and quantification of the scale of backlog maintenance and asset replacement required to maintain a high-quality, compliant, and efficient estate. 14. Ensure that an ‘out of hours’ call out service is available 24/7/365 via internal and external resources for emergency/critical maintenance of estates assets and infrastructure. 15. Undertake any other duties commensurate with the role and grade as determined by the Line Manager.
