Cover and simmer for 12–15 minutes or until vegetables are tender. 2. In another medium saucepan, melt butter and stir in flour until smooth. Slowly stir in milk. Bring to a boil over medium heat and stir for 2 minutes or until thickened. Reduce heat, then add cheese, stirring until melted.
