AVIS D’ADOPTION DU RÈGLEMENT No. 2021-90 REDEVANCES D’AMÉNAGEMENT 2021 SOYEZ AVISÉS que le conseil de la Cité de Clarence-Rockland a adopté le règlement no. 2021-90 établissant les redevances d’aménagement, le 18 e jour d’octobre 2021, conformément à l’article 2 de la Loi de 1997 sur les redevances d’aménagement. SOYEZ AUSSI AVISÉS que toute personne ou organisme peut faire appel au Tribunal ontarien de l’aménagement du territoire (TOAT) aux termes de l’article 14 de la loi, à l’égard du règlement sur les redevances d’aménagement, en soumettant au plus tard le lundi 29 novembre 2021, un avis d’appel indiquant l’objection au règlement et les raisons appuyant cette objection à la greffière de la Cité de Clarence-Rockland. Les appels déposés au bureau de la greffe situé au 1560 rue Laurier, Rockland Ontario, K4K 1P7, serons acceptés le ou avant le 29 novembre 2021. Un frais de traitement sera payable au bureau de la greffe avec la demande d’appel. L’appelant doit contacter le Tribunal ontarien de l’aménagement du territoire (TOAT) afin d’accéder aux formulaires et frais provinciaux applicables. Les frais indiqués dans ledit règlement s’appliqueront à tous les nouveaux développements résidentiels et non-résidentiels, sujets à certains termes, conditions et dérogations limités tels qu’identifiés. Les redevances d’aménagement à l’échelle municipale sont perçues pour les nouveaux développements pour payer l’augmentation des frais en capital reliés à la fourniture de services municipaux tels que la bibliothèque publique, les parcs et services récréatifs, services de règlements municipaux et les études reliées au développement. L’annexe 1 établit les frais de redevance d’aménagement applicables pour l’ensemble de la Cité de Clarence-Rockland pour les services réduits seulement. Les redevances d’aménagement sont imposées sur le développement de tous les terrains situés à l’intérieur des limites de la Cité de Clarence- Rockland et par conséquent aucune carte n’est fournie avec cet avis. Les redevances d’aménagement reliés aux services non-réduits de la Cité demeureront perçues tel que permis par la législation conformément au règlement 2019-85. TAKE NOTICE that the Council of the City of Clarence-Rockland passed Development Charge By-law No. 2021-90 on the 18th day of October, 2021, under Section 2 of the Development Charges Act, 1997. AND TAKE NOTICE that any person or organization may appeal to the Ontario Land Tribunal (OLT) under Section 14 of the Act, in respect of the Development Charges By-laws, by filing with the Clerk of the City of Clarence- Rockland on or before Monday, November 29, 2021, a notice of appeal setting out the objection to the By-law and the reasons supporting the objection. Appeals filed with the Office of the Clerk at 1560 Laurier Street, Rockland Ontario K4K 1P7, will be accepted on or before Monday, November 29, 2021. A processing fee will be payable to the City of Clarence-Rockland Clerk’s Office with the appeal application. The appellant is advised to contact the Ontario Land Tribunal (OLT) to access required forms and applicable Provincial fees. The charges in the aforementioned by-law will apply to all new residential and non-residential development, subject to certain terms, conditions and limited exemptions as identified therein. City-wide development charges are levied against new development to pay for the increased capital costs related to the provision of such municipal services as Library Services, Parks & Recreation, By-law Enforcement, and Development Related Studies. Schedule 1 below sets out the development charge rates applicable throughout the City of Clarence-Rockland for ‘’Soft’’ services only. Development charges are imposed on the development of all lands located within the geographic boundary of the City of Clarence-Rockland and therefore no map has been provided as part of this notice. Development Charges related to the City’s ‘’Hard’’ Services will continue to be levied as permitted under the legislation under By-law 2019-85. The development charges imposed under By-law 2021-90 come into effect on the 19th day of October, 2021. Copies of the complete Development Charge By-law are available for examination during regular business hours (weekdays from 8:30 a.m. to 4:30 p.m.) in the offices of the municipality located at 1560 Laurier Street, Rockland, and on the website at www. clarence-rockland.com.
