COMPREHENSIVE LIFECYCLE ANALYSIS The scope of the project spans the entire study life cycle, covering various aspects from initial design to final reporting. This includes detailed topics such as comparing the usage of participation codes during field work and data processing, as well as preparing overviews with rationales for the currently used scaling methods for background and achievement scales. IEA experts will conduct thorough investigations into these areas, consulting with study directors and compiling detailed analyses. These elaborations will then be reviewed by the project lead, Juliane Hencke, and an editorial board comprising key figures such as Julian Fraillon (ICILS Study Director, IEA), Matthias von Davier (Executive Director at the TIMSS & PIRLS International Study Center), Heiko Sibberns (Senior Research Advisor, IEA), Eva Feron (Head of International Studies Unit, IEA), and Lauren Musu (Head of TIQ, IEA). COLLABORATIVE EVALUATION AND IMPLEMENTATION The findings from these investigations will be summarized, and potential harmonizations along with their impacts will be identified. These summaries will be shared with the Technical Executive Group (TEG) for discussion and agreement on implementation strategies. This collaborative approach ensures that any changes are well-considered and agreed upon by key stakeholders. PHASED APPROACH TO IMPLEMENTATION Having completed Stage I, initialization, the project now moves into Stage II, focusing on determining the status quo.

Given the extensive areas and multiple aspects to be investigated, the decision was made to start with a selection

of three areas. This staggered approach allows for manageable progress, providing opportunities to gain insights and adjust plans as necessary. It also ensures that the time of IEA experts is utilized effectively, balancing the need for thorough investigation with practical constraints.

LONG-TERM VISION FOR HARMONIZATION

The IEA Harmonization Project is envisioned to be a multi-year effort, reflecting the complexity and scope of

the task at hand. However, the ultimate goal is clear: to enhance harmony and efficiency across IEA studies. By identifying areas for alignment and implementing strategic harmonization, the project aims to streamline processes, reduce redundancies, and improve the overall quality of IEA studies. In summary, the IEA Harmonization Project represents a significant step towards a more unified and efficient approach in our studies. Through careful analysis, collaborative evaluation, and the staggered implementation, the project seeks to bring about meaningful improvements that will benefit the entire IEA community. ■
