2025: A year of accomplishment

As we wrap up 2025, I want to share how proud I am of what our members, volunteers, partners, and staff have helped our Association accomplish this year. To- gether, we strengthened our voice in advocacy, expanded our communication reach, built meaningful education opportunities, and continued creating strong member con- nections across North Texas with our special events. This year also came with deep sadness. We lost far too many Dallas BA icons, leaders, mentors, and friends whose influence helped shape this Association. Their legacy and contributions remain a lasting part of who we are, and we carry their passion forward. We were also proud to see the Texas Association of Builders induct Tommy Ford into the Texas Housing Hall of Honor. In addition, Justin Webb of Altura Homes was installed as First Vice President of the Texas Asso- ciation of Builders, bringing tremendous recognition to Dallas BA leadership within the statewide organization. On the advocacy front, our Government Affairs ef - forts remained front and cen- ter, and their impact was undeniable. More than 60 members joined us in Aus- tin for Rally Day this year, meeting with 34 state repre- sentatives and senators. We also traveled to Washington, DC, where 17 members and staff met with members of

our Congressional delegation to discuss the issues shap- ing the future of residential construction. And our annual HOMEPAC Shootout had its strongest turnout ever, with more than 90 participants supporting the political efforts that protectour industry. Major legislative gains took shape this year as Dallas BA worked to support state- level policies that bring more transparency, clearer notifica - tion requirements, and bet- ter limitations on municipal moratoriums. Progress was also made on impact fee leg- islation, which now includes new public notice timelines, voting thresholds, indepen- dent audits, and limits on how often fees can increase. These changes are already benefiting our members: one city in our service area lifted a controversial moratorium due to the new law, and other cities are reassessing their fee structures. Our Regional Codes work with the Greater Fort Worth BA also paid off. We were successful in securing important 2024 IECC amend- ments that, once adopted by local jurisdictions, will save builders thousands of dollars per home and remove unnec- essary high-rise requirements from low-rise multifamily construction. Outside of government affairs, communication and marketing efforts helped ex - pand the Association’s vis- ibility and member engage- ment. We surpassed our social

media goals this year and are finishing 2025 with more than 22,700 followers. Our six active websites experienced nearly 116,000 total users. We also celebrated the 66th year of our Home of the Week pro- gram, which continues to give builders, multifamily groups, remodelers, and developers free promotion. Our 2025 Marketing Guide reached almost 2,000 views, and our member email campaigns were widely opened and read, averaging an impressive 47 percent open rate, well above

Membership engage- ment remained strong as well. This year, we hosted nine After Hours events, averag- ing well over 100 attendees at each. A special thanks to

Dallas BA Advocacy Charging Into The New Year

Welcome Back to Election Season Candidate filing for the March 2026 Primary Elections concluded on Dec. 9. Across the state, more than 20 State House seats were vacated and will have an open race. The State Sen- ate will see 5 open seats. That, in addi- tion to incumbents up for re-election in both chambers, as well as statewide and county races, will make for a remark- ably busy primary. And several of the heated races will be in the Dallas BA service area. This, along with newly drawn U.S. Congressional Districts, will have a shock effect on municipal races that will come later in the year. For the State and County races, as well as the Congressional ballot, March 3 will be Primary Election Day for both parties. Any runoffs would occur on May 26. All culminating to a heated General Election Day on Nov. 3. Members should keep an eye out for updates from TAB and Dallas BA.

With the New Year comes a wide- eyed chapter for Dallas BA advocacy. But it comes with the fortunate advan- tage of a script outlined on continued success. Dallas BA closed out 2025 as it always does, charging through the finish line. A year that had already been up tempo with our Rally Day, saw members testifying in Austin on key legislation, support for new zoned development opportunities as well as an ease in parking code requirements in Dallas, work for balance in park- land fees and relief via advocacy on regional amendments for adoptions of 2024 I-codes, to name a few highlights. Regulation never being the area to slow down, the opportunity for advocacy presented itself again in November and December both at the local and state levels. Prosper Stormwater Ordinance In Prosper, Dallas BA worked with the city to remove an additional re-inspection fee that was being as- sessed with warning notifications related to the town’s stormwater ordinance. As have other cities in the service area, Prosper had instituted a process whereby site inspections could incur a warning, and if not addressed, a notification of violation for inadequate use of management practices related to stormwater and material runoff.

Typical to the process is a notice of warning where builders are given a window of time to correct any issues, with the understanding that weather and other uncontrollable issues can have an unintended impact. However, in Prosper, the process instituted an automatic reinspection fee for total. Dallas BA and the town agreed that the spirit of the rule is to prevent issues and not target fees, as there is already a sizable fee at notice of violation when a warning is not addressed. The result is an inspection process that still preserves the wellbeing of the area but removes the automatic reinspection fee at notice of warning. When you consider how many home sites can be platted in a development and how one night of strong storm winds can wreak havoc, the removal of the fee at notice of warning helps maintain project predictability. Dallas BA members who build in those communities often have either in-house or contracted service to do weekly checks on best management practices. The continued attention to these details is appreciated. Dallas BA Offers Support for TAB’s Recommendations on Proposed Adoption for 2024 Energy Codes The State Energy Conservation Office (SECO) issued a Request for Comments regarding the potential

adoption of the 2024 International Energy Conservation Code (IECC) and International Residential Code (IRC) in Texas. The request for comments is regarding the efficacy of the 2024 IRC’s efficiency chapter compared to the 2015 IRC. This is related to the state minimum. The energy chapter of the 2024 IRC and the 2024 IECC contain nu- merous changes to the prescriptive, performance and ERI compliance paths that would significantly increase the cost of residential construction in Texas if adopted without amendment. The Texas Association of Builders has recommended needed modifications that preserve product neutrality, which is required by state law, and maintain realistic enforcement while protecting housing attainability across the state. The Dallas BA has offered com - ments in support of TAB’s recom- mendations.

of Builders. The Young Professionals group nearly doubled event participa- tion from the start of the year to the end. The Multifamily Council’s golf tournament sold out again, and the group donated $5,000 to the Samaritan Inn at their Christmas event. The Pro- fessional Women in Building Council officially became a chapter of NAHB and raised $15,000 in scholarships for Collin College. The Dallas Division made a $1,000 contribution to the Hill Country flood victims and collected more than 70 coats for Now Forward. Lastly, we officially reinstated the Greater Denton County Builders Divi- sion and held quarterly meetings that drew meaningfulengagement and new energy to that part of our service area. We proudly recognized sev- eral outstanding leaders this year. LP Building Solutions was named our Associate of the Year. Don Dykstra received the prestigious Hugh Prather Award, and Steve Puckett was honored as the very first recipient of our Wagg Tipps Volunteer Member of the Year Award. A huge thank you goes out to our 2025 Industry Partners: Atmos Energy, BGE, Dupont/WPL, Facets, Fox En- ergy Specialists, Hotchkiss Insurance, RPRE, and StrucSure Home Warranty. Their generous support plays a major role in the success of our programs and events throughout the year. Looking back, 2025 was another year defined by growth, participation, and strong leadership. Our members continued to show up in every possible way, through advocacy, volunteerism, education, philanthropy, and the rela- tionships that keep this Association strong. I want to thank each of you for the commitment you bring to the As- sociation and to our industry. Your involvement strengthens the voice of homebuilding across North Texas. We move into 2026 with momentum, pur- pose, and a clear vision of opportunity. I’m proud of what we achieved this year and excited for what lies ahead.

We are working hard to plug new members into the Association from day one. Membership recognition con- tinued to be an important part of our culture. This year, we celebrated 129 milestone anniversaries, including Park Place Homes, Inc. who reached an incredible 50 years of Dallas BA membership. We also congratulate Chris Clay of 2-10 Homebuyers War- ranty on earning the Shorty Howard Award for membership recruitment for the fourth time. Dallas BA closed the year with over 1,200 members. Education remained a major priority. The Education Committee offered 32 sessions, totaling 144 hours of professional development, covering everything from technical building topics to project manage- ment to leadership development. We also held multiple NAHB courses and completed another successful year of the DBA Leaders Program. Special events continued to bring our members together in big ways. Across the Association’sflagship events, attendance totaled around 1,400 participants. The McSAM Awards brought more than 500 people together and recognized winners across more than 80 categories from over 550 total entries. Our Crawfish Boil attracted more than 120 attendees for an afternoon of fun and friendly competition, and the Installation Banquet welcomed 150 guests as we celebrated our new President, Matt Walls of Winston Custom Homes. Our divisions and councils were extremely active this year as well. Our Metro East Division hit a ma- jor milestone raising $1 million to date for CASA through the Cars for CASA event. Metro East Division was awarded the Philanthropist of the Year Award by the Texas Association
