6 Implementation

Framework for Implementation The success of the Fuquay-Varina 2040 Comprehensive Transportation Plan will hinge on the effective collaboration of local, regional and state officials to implement its projects and policies in a meaningful way. The recommendations in the CTP build upon many historic and ongoing efforts by the Town to improve the transportation network through facility improvements and Town policies. Completion of the CTP represents an important step toward implementing multimodal improvements that affect travel safety, mobility, development patterns, and the aesthetics of the Town of Fuquay-Varina. This chapter lays out a simple set of recommendations to help local staff continue to focus their efforts and seek strategic opportunities to expedite the implementation of this plan. Responsible Agencies

Project Development Taking a transportation project from concept to built infrastructure can be a long process. The specifics of funding sources, responsibilities, final design, and construction often emerge further into the process. The section below briefly explains the process for getting a project funded and constructed.

Planning

Long range planning, like the CTP, is the very first step of developing a project. The project ideas generated in the CTP become the blueprint for future transportation projects and helps guide decision-making for Town staff and elected leaders.

To successfully implement this plan, responsible agencies have been identified that can influence and authorize recommendations. Some of the recommended improvements will be implemented at the local level through the planning, review and oversight of private development in the town. Major infrastructure improvements most likely will be a product of State and federal funding; however, transportation improvement funds are limited and competition for them is great. The majority of responsibility for implementing these recommendations will be a coordinated effort between NCDOT, CAMPO, the Town of Fuquay-Varina, and private developers. Funding Opportunities With tight budgets constraining municipalities across the board, the funding to implement the recommendations in the Fuquay-Varina 2040 CTP will likely come from a patchwork of local, State, and federal programs, as well as through the receipt of private contributions. With this in mind, the CTP identifies available funding resources that are being used now and can continue to be explored to maximize potential revenues for the Town. Action Plan The core of the Implementation Plan is the Action Plan, which lays out a concrete set of steps to implement the CTP vision. Through well-guided transportation and land use policies as well as leveraging strategic partnerships, each set of recommendations becomes a set of achievable goals with a basis in realistic expectations.

Programming

Funding for roadway projects comes from a variety of sources. Data generated through the CTP is used to advocate for regional or statewide funding available through CAMPO or NCDOT. Other projects leverage local property tax or bond dollars and get programmed in to the Town’s Capital Improvement Program (CIP). The CIP needs to include project initiatives which further the goals of this CTP though they may not be fundable yet. Those initiatives need to be developed and evaluated for prioritization to have a well-informed and flexible CIP.

Project Development

Project concepts are refined and fully developed through the project development phase. This includes an in depth assessment of alternatives and their feasibility, as well as environmental and traffic impacts and how they may need to be mitigated.

Design & Right-of-Way

The project development phase is used to inform detailed designs for where and how a road will be built. The designs clearly lay out elements such as the lane widths, intersection configurations, and drainage features. The design plans are then referenced to understand where property may need to be acquired prior to construction.

Construction

Once the design is complete and right-of- way is acquired, construction of the roadway can begin. The Town or NCDOT will advertise the project to contractors and receive bids for construction. The State Board of Transportation, or the Town Board, awards the contract to the lowest qualified bidder.

Operations & Maintenance

After a road is open to the traveling public, NCDOT and the Town are responsible for maintaining the facility. This includes regular maintenance of common elements such as pavement, signals, sidewalks and landscaping.
