6 Implementation
Regional Partnership Projects Not all recommendations identified in the CTP are the sole responsibility of the Town. For most large-scale recommendations, NCDOT will be the lead agency. It will be the Town’s responsibility to work in close coordination with the Capital Area Metropolitan Planning Organization (CAMPO) to ensure that needs are reflected in the region’s MTP, and as appropriate, submitted to the State for prioritization and inclusion in the Statewide Transportation Improvement Program (STIP) . This is particularly the case for major routes such as US 401, NC 55 Highway, and NC 42 Highway. Development Driven Projects
Before outlining a strategy for new policy and program recommendations, it is important to first reflect on the policies that are already in place within the Town. The Land Development Ordinance (LDO) requires new developments to perform construction of identified improvements within, across and along the frontage of the developed site

Developer contributions to the funding, construction, and implementation of transportation infrastructure are a large part of the Town’s ability to remain a vibrant and growing community. By applying tools such as the 2040 Community Vision Land Use Plan, the Land Development Ordinance (LDO), and the Traffic Impact Analysis requirements, the Town is able to clearly communicate with developers and identify improvements needed to accommodate new or infill growth while protecting the mobility of current residents and workers. When new developments are proposed in the Town, all efforts should be made to ensure that those new developments are consistent with the transportation recommendations from this plan and other transportation planning efforts. Development should be supportive of transportation and mobility solutions. Additionally, this requires consideration of right-of-way expectations to ensure the site can accommodate future widening or inclusion of bicycle and pedestrian facilities. Action Plan This section discusses the appropriate steps for local leaders to implement the recommendations of this plan and key agencies that should be involved with the task. It is not expected that all of the listed items would be completed over the next several years; however, the process should be initiated to best take advantage of the momentum gained with the development of this plan. Beyond the tasks listed below, it is vital to the success of this plan that Fuquay-Varina continues to work with and educate local citizens and businesses. While public support can encourage implementation, opposition can significantly delay a project. It will be important to encourage advocacy and maintain focus on those issues identified as important during preparation of the CTP. Policy Modernization Transportation policies refer to specific written guidance decision-makers can look to when making planning decisions. Practices refer to the Town’s method of making decisions and implementing projects. In general the goal of this section is to document policies and practices for the continued advancement of the Fuquay-Varina 2040 CTP . Currently, many practices and policies are provided by the staff implementing shared knowledge and best practices that have been included in the daily practice of implementing projects and making decisions. As the Town’s services and geographies grow, it is imperative to document these policies and practices for clarity and transparent communications between departments. This builds more integrated department operations and trust and transparency for the public.
