The Payroll Services Summit 2023
Mathew Akrigg ACIPP, policy and research officer, the CIPP, takes you on a tour of the brilliant event that was The Payroll Services Summit 2023 O n 1 November 2023, I had the privilege of going to The Banking Hall in London for the Payroll Services Summit 2023. The venue was
For the day’s agenda, I was the first speaker – the warmup act if you want to call it that. I delivered a presentation on the raft of legislative changes and case law coming up. Honestly, I could have spoken for half of the allocated time for the whole day, because, as we all know, a lot is changing in payroll. Instead, I kept it brief and stuck to:
stunning, taking place in the lobby of Lloyd’s Bank’s former headquarters. I loved the fact the networking rooms had an amazing view of the Bank of England too. This particular event is specifically aimed at those working in a payroll bureau, accountancy practice or within the software environment. This has been the fifth consecutive year the event has run and it’s only going from strength to strength – next year, we may need a bigger venue. The CIPP has been involved in the event for two years now and will be continuing to support, as part of our ongoing efforts to represent all aspects of the payroll profession. Payroll services form a large part of our membership base and the wider profession. As this grows, we recognise the need to do more and represent this area in the best way possible. Alongside this event, we also have our specialist interest group (SIG) for payroll services, in which we run quarterly events, seeking to educate the sector as well as encouraging collaboration and discussion between its members. Head over to the Policy Hub to see this SIG and others you may be interested in joining: https://ow.ly/ ZIs050Q6llO.
l the upcoming paternity leave changes l automatic enrolment amendments l National Minimum Wage Regulation 57
l the National Insurance contributions (NICs) disregard on relevant motoring expenditure l the outcome of the backdating of holiday pay case at the Supreme Court out of Northern Ireland. We then injected a bit of high-tech interactivity and generated a word cloud based on attendees’ responses regarding bureau-specific concerns with HM Revenue and Customs’ (HMRC’s) plans to amend the data it collects via real time information for hours paid. Predictably, many of the responses questioned the accuracy of the data that would be provided and highlighted how hard it would be to procure this information from clients. Next up was Paul Hammond, national payroll director at BDO UK LLP. He discussed the significance of the data payroll holds. Paul thanked the government and HMRC for driving the payroll industry to collect and hold more data. Doing so has meant that payroll can become a more dynamic and strategic element within a business. Considering how this data can be used when dealing with clients, the presentation explored the key data points collected and assessed how businesses can use them. Damon Tuncliffe, associate director at Duncan and Toplis and Helen Dooley, chief commercial officer at CR Payroll, joined Laura Hughes of PayDashboard for a fireside chat about resourcing your payroll team. This session provided an insight into how some firms look at recruitment, education, training and retention of payroll talent. There were a host of audience questions submitted and displayed on the screens – too many to get through! Some interesting questions centred on training, recruitment from schools, benefits offered and the discrepancies between wages for in-house payroll professionals and those working in a bureau environment.
As PayDashboard is now part of Experian’s employer services, Laura took back to the stage to give an overview of the services on offer and the product advancements coming. Importantly, Laura covered why good employee financial well-being assistance is required and how it can benefit your business.
