While the growing conditions are always difficult to forecast, Overvest is sure about one thing. “I am not going to buy hay insur- ance again.” There obviously has to be a better, more accurate way of evaluating the localized, ground-level effects on weather on crops, points out Overvest. L’ORIGNAL | Like predicting the weath- er, gauging its impact is not quite an ex- act science yet. A local farmer was reminded of that fact last summer, when a rain gauge failed to properly measure the volume of rain that fell on his hayfields. The drought last year resulted in abnor- mally low hay yields for many area farm- ers. Gerry Overvest was no exception. “My hay crop was terrible,” he relates. His yields were about 30 per cent below normal. But he figured he was covered by the hay insurance he had purchased through Agricorp, the agency that provides agri- cultural programs on behalf of the federal and provincial governments. Understandably, he was none too pleased when his claim for compensation was rejected. “I was told that the rain sta-

the Ontario Society for the Prevention of Cruelty to Animals inspectors. While no- body condones the mistreatment of any animals, Hardeman agreed that often OSPCA investigators are not adequately trained to deal with complaints involving livestock. For example, a horse standing outside in winter is not a rare sight in the country. However, an uninformed person

may believe the animal is being abused, observed Hardeman. “I think better train- ing is needed,” said Hardeman. Plus, there is no oversight of the organization, he added. Producers complain that the OS- PCA now has more power than the police. Hardeman visited the region on the eve of the release of the Conservatives’ white paper on agriculture, food and rural affairs. Cold nights and warm days have got the sap flowing in maples throughout the region. Sap be- gan running last weekend and will continue to flow for the next few weeks. While some producers still employ buckets, most rely on more sophisticated pipeline systems.
