Use the 2023 Parks Master Plan to work with community members to reimagine upgrades for Riverview Park creating a stronger riverfront destination with recreation, a restaurant as the anchor amenity, and preserving natural features.

As part of the larger area’s redevelopment, establish legacy business retention programs such as tax abatement and temporary relocation assistance for existing small businesses to remain in area as new buildings come online.

Consider relocating the Lake Forest Green Line BRT station currently located at Rowe Avenue to Edgewood Avenue to make it more proximate to the numerous commercial businesses centered at the Edgewood and Lem Turner intersection.

As part of the larger area’s redevelopment, establish legacy business retention programs such as tax abatement and temporary relocation assistance for existing small businesses to remain in area as new buildings come online.

Near term opportunity to create incubator space for trades and hospitality growth industries and connect with local residents for jobs.

Use the 2023 Parks Master Plan update for the City of Jacksonville to work with community members on upgrading facilities and operations at Barney Browning Park.

Lem Turner Boulevard would benefit from additional study to determine traffic calming and Complete Streets approaches given the high levels of pedestrian and bicycle activity in the area combined with higher speed auto traffic and longer distances between signalized intersections.

Revisit Green Line BRT routing between Golfair and Gateway stations in conjunction with redevelopment to rerouting it onto a bus-only lane from the Kipp School along the I-95 frontage road up to 44th Street at Gateway to remove this segment from mixed traffic along Norwood Avenue.

Specific access management interventions are needed to reduce the number of driveways between Rowe Avenue and Edgewood Avenue, and between Belvedere Avenue and Water Street, to reduce the number of pedestrian and vehicular conflict points.

Consider adopting a Tax Increment Financing (TIF) district to support development.

Enable all types of housing through redevelopment and infill of commercial areas to include small lot single family townhomes and multifamily ownership and rental opportunities.

Explore public-private partnership opportunities at Riverview station to leverage publicly owned waterfront assets to encourage mixed-use redevelopment of underutilized commercial to create a more thriving neighborhood center.

Expand Community Land Trust initiative in area to help preserve naturally occurring affordable housing and pathways to home ownership for existing residents.

Reimagine the Green Line Intermodal Center bus stop with redevelopment of major Gateway properties to retain convenient bus transfers while also maximizing best and highest use of JTA owned property.

Upgrade the bus shelter infrastructure and relocate the Riverview BRT station to south of Bassett Road to make walking to multiple destinations more convenient.

Work with community members to reimagine the long-term use of the Brentwood Municipal Golf Course for community benefits.
