→ Infill and redevelop area to shift the balance from a primarily public sector institutional use hub to more neighborhood serving commercial and housing uses in the LaVilla and FSCJ. → Encourage public and private sector development projects on public land that create new mixed-income (market rate to workforce) and mixed housing types (townhomes, multi-plex residential, and high rise residential) development in the LaVilla neighborhood and points north. → Establish new TOD design standards that reflect key features of urban development patterns such as ensuring all buildings have frontage lines facing the street or a park; main entrance openings facing the street, ample sidewalk widths, and activated streetscapes with dispersed and managed parking throughout the station area.
→ Seek opportunities to partner with FSCJ on student housing development in the area. → From State Street to 8th street (FSCJ North to VA Clinic) consider redevelopment and infill with residential and non-residential that creates more urban scaled buildings and re- establishes the street grid. → Enable redevelopment of Jacksonville Housing Authority properties where appropriate to upgrade and retain dedicated number of subsidized units while also creating new mixed-income units reflecting TOD design standards with higher density. → Capture mixed-use demand over the next 20 years including 6,000 residential units, 100,000 square feet of retail space, additional office space, and 400-500 rooms of hotel in the Downtown station areas of LaVilla, Courthouse, and FSCJ.
