→ Consider
→ Implement programs that enable stronger pathways to home ownership for existing renters in the area. → Partner with existing property owners to create regular weekend and evening pop-up events in major parking areas that will help draw in community members and create centers of activity for community building.
→ Elevate the visibility and safety of the S-Line multiuse trail and Norwood Trail head to encourage bicycle and pedestrian use of this key north/south trail connecting this area to points south. → Improve entire intersection of 44th Street and Norwood Avenue to prioritize safe and convenient pedestrian crossings inclusive of wider sidewalks, new crosswalk paintings, longer walk times and other complete street interventions. → Reestablish the street grid with strong sidewalk coverage with phased redevelopment of the Gateway commercial areas east and west of Norwood Avenue.
→ Revisit Green Line BRT routing between the Golfair and Gateway stations in conjunction with redevelopment to rerouting it onto a bus-only lane from the Kipp School along the I-95 frontage road up to 44th Street at Gateway to remove this segment from mixed traffic along Norwood Avenue. → Re-image the Green Line intermodal center bus stop in conjunction with redevelopment of major Gateway commercial properties to retain strong and convenient bus transfers while also maximizing best and highest use of JTA owned property.

Environmental Strategies: Gateway Subarea
→ Establish a new linear urban greenway park east Norwood Avenue, south of the railroad tracks and at the northern terminus of the S-Line Trail (S-Line Urban Greenway Norwood Trail) to create a new regional stormwater management area and celebrated park space. → Use the 2023 Parks Master Plan update for the City of Jacksonville to work with community members on upgrading facilities and operations at Barney Browning Park. → Work with community members to reimagine the long-term use of the Brentwood Municipal Golf Course for community benefits. → Incorporate green and biophilic building design features.
→ Reintroduce considerable new landscaping, tree canopies and pocket parks as park of the Gateway commercial area redevelopment to reduce urban heat island effects and reduce overall impervious surface area of the large scale parking footprints. → Incorporate Florida-friendly site and landscape design features to reduce stormwater runoff and water consumption. → Incorporate green stormwater infrastructure (GSI) standards into new development and plan for stormwater management at the larger watershed/station area scale in lieu of site by site approaches. → Advance 2023 Resilient Jacksonville action strategies.
