CORRIDOR VISION & STRATEGIES - CH. 3

Neighborhood Strategies: Capper-Armsdale Subarea

Environmental Strategies: Capper-Armsdale Subarea

→ Consider new partnership opportunities between FSCJ North, Baptist Health, JTA, and other city partners to work with community members on community needs relative to home ownership and job access.

→ Support creation of new neighborhood organizations in the area and create pop up events at the underutilized commercial parking areas to start generating activity and community building events in vacant areas.

→ This area contains land with high environmental value related to climate resiliency and therefore existing environmental systems should be carefully managed to retain ecological functionality as new development comes online. → A Master Planned TOD-like community concept south and east of the Home Depot should be planned and anchored by a central greenway and regional stormwater management system complete with linear urban greenways and park space that connects with the Broward River tributaries. → Redevelopment nodes at Capper and Dunn can incorporate recreational green space that supports stormwater management and helps establish strong green networks associated with the Trout River watershed. → Use the city’s 2023 Parks Master Plan update to work with community members on upgrading facilities and operations at Garden City public park and to advance creation of new public facilities as new development comes online. → Incorporate Florida-friendly site and landscape design features to reduce stormwater runoff and water consumption. → Incorporate green and biophilic building design features. → Incorporate green stormwater infrastructure (GSI) standards into new development and plan for stormwater management at the larger watershed/station area scale in lieu of site by site approaches. → Advance 2023 Resilient Jacksonville action strategies.
