→ Re-image the Armsdale Park-n-Ride to create joint development opportunities that in turn can further catalyze TOD patterns of development on surrounding parcels to include structured parking, more pedestrian infrastructure, and rerouting of the Green Line. → Lem Turner Boulevard is a high speed, wider arterial through these station areas making pedestrian crossings a challenge that needs to be mitigated over time as redevelopment and infill occurs. → Specific improvements at the major intersections of Capper Road and Dunn Avenue include more visible crosswalks, upgraded bus shelters, signage, and lighting to aid in safe crossings of Lem Turner Boulevard. → Introduction of the street grid and continuous sidewalks will be key as new development and redevelopment comes online.

→ Continuous sidewalk connections and/or new transit access between the BRT Green Line stations and the major destinations of FSCJ- North and Baptist Health would make these areas more accessible to more people. → The Armsdale Park-n-Ride and the operational route for the BRT is envisioned to be redesigned over time to better serve the area as TOD development patterns take hold with specific goals to reduce travel time required by the current need for U-turns at I-295. → Public-private partnerships to enable bus routing through existing parking areas at the I-295 retail hubs should be explored. → New walk access and trail connections are needed to make it easier for nearby residential areas situated behind the Home Depot and Walmart to access retail on foot or bike.

Public Sector Interventions for Catalytic Transformation → Activate vacant big-box spaces – either by subdividing into small spaces or attracting non-market uses (e.g., call center). → Engage with Jacksonville Regional Mall property owner.

→ Bring retail closer to Lem Turner & Dunn Avenue. → Encourage residential development along Lem Turner. → Activate Garden City Park.

Big Idea: Redevelop into Neighborhood Center STATION AREA GOALS:

→ Redevelop large, single ownership retail properties into higher density housing (2-4 stories), civic uses, and new smaller footprint retail fronting Lem Turner. → Create a new east-west main street that is anchored on the west by a new central park in the redeveloped parking areas of the mall; and to the east with the Garden City Park and Garden City Elementary.

→ Create a strong network of blue and green infrastructure connecting lowlands in the east behind the shopping plaza with existing and newly created parks and trails to the west. → This neighborhood center becomes a notable new gathering place and main street for nearby residential and new infill housing.
