ANALYSIS METHODOLOGY The station area analysis is based on a general review and mapping of key parameters that are needed for evaluating the suitability for TOD. The parameters were summarized and visualized within a half-mile buffer of all potential 15 FCCR Station locations in the corridor and include the following: STATION AREA OVERVIEW ZONING
A visualization of zoning boundaries present within a half mile of a commuter rail station. This sub-section can be utilized to identify any potential rezoning opportunities, and whether existing zoning is supportive of TOD. TOD OPPORTUNITIES AND SOFT SITES This sub-section identifies general zones and opportunities for TOD at each station area. It assists in highlighting which stations or sub areas within station areas are most suitable or provide the most opportunity for TOD. Considerations in this sub-section include existing site conditions, local planning efforts, plans in place, market strength, and physical suitability. Further details on these considerations are provided in Chapter 4.2, TOD Readiness & Desirability.
A high-level summary of the built and natural characteristics of a station area, and how zoning and land uses shape the station area and its character. In certain stations areas this sub-section also describes some of the overall connectivity around a station. STATION AREA LAND COVER A review of the built and natural land features of a station area. This sub-section points out built and natural barriers including 100-Year Flood Zones, utility and transportation areas, wetlands, forests, and farmland. It also assists in identifying any potential natural or built barriers to TOD. STATION AREA CHARACTER A description of the general context, connectivity, and utilization of a station area. Historic significance and background are often brought up in this sub-section to assist in describing the station area character. This sub-section also discusses the physical layout and scale of a station area, and how suitable it is for TOD based on existing conditions. LAND USE AND KEY PLACES This sub-section describes the existing types of uses around each station and their general locations and proximity to the commuter rail line. Analysis in this sub- section finds the primary land uses around the station area as well as missing types of land uses to assist in determining station typologies and general functions of station areas for needed for the planning purposes. TAXABLE VALUE A visualization of the value of taxable parcels within a station area. This sub-section also highlights public versus private ownership of parcels within a station area. It can be utilized during station area planning to assist in determining sites for TOD and redevelopment.
