TOD OPPORTUNITY AND SOFT SITES
With the opening of the JRTC, and the re-introduction of multifamily housing and townhomes within the station area, the LaVilla neighborhood is already being transformed into a vibrant area west of the Downtown Jacksonville Core. The station area can further leverage publicly owned vacant land, access to multiple transit choices, and proximity to downtown to expand housing, retail, and employment options within a vibrant and connected urban neighborhood. The station area has significant transit-centric redevelopment potential, including JTA-owned parcels adjacent to the JRTC and Brooklyn neighborhood, the City-owned Prime Osborn Convention Center’s surface parking, and land made available by the possible relocation of the convention center. Additionally, the 2019 LaVilla Development Strategy highlights the potential of the neighborhood to provide the “missing middle” housing type between high-rise housing options downtown and detached single family homes offered outside the urban core. Near-term TOD opportunities within the JRTC Station Area include redevelopment of these publicly owned soft sites to create “early-wins” for TOD and build momentum and
excitement for redevelopment potential in LaVilla. The redevelopment of the abundant soft sites within the station area should strive to concentrate higher densities and a mix of uses clustered around the JRTC building . Additionally, new TOD development should integrate plazas, small parks, and wayfinding to create a cohesive and accessible neighborhood that promotes transit ridership, links to the Brooklyn neighborhood, and encourages increased economic development.
