TOD OPPORTUNITIES AND SOFT SITES

There are multiple TOD opportunities and soft sites present within this station area, most notably along Philips Highway and in the Pine Forest neighborhood. Repurposing existing surface parking lots at shopping centers, business parks, and automobile dealerships to TOD can increase density where there is currently a limited presence of dense residential or Mixed-use space. Other vacant lots or underutilized parking areas within parcels can transform into urban infill housing and commercial uses that are transit-centric, and near the commuter rail corridor and employment centers. There are two TOD sites along Emerson Street, the existing JEA Utility site northwest of the proposed station, and the forest north of Southside Church of God- Christ. These two sites can increase density and connect the St. Augustine Road and US 1/Philips Highway commercial corridors. In the Pine Forest neighborhood, there are clusters of privately owned small vacant parcels, as well as a block of parcels publicly owned. Context-sensitive development where wetlands are present may require some significant engineering but can transform that area into park or gathering space.
